SANTO DOMINGO. - The National District 7th Instruction Court on Tuesday ruled to temporarily suspend the case against former National Personnel Department (ONAP) official Elsa Josefina Cos Záiter, accused of stealing more than RD$1 million and forging her boss’ signature.
Temporary judge Jose Reynaldo Ferreira Jimeno suspended the prosecution at the request of the Justice Ministry, and ordered Cos to do 90 days of public service work at Najayo Prison.
The former official is also prevented from visiting ONAP and violatons of the court order would resume the criminal prosecution against her.

Until the "justice system" begins to function as it should, the corruption, the stealing of public funds and thegeneral ineptness of government officials will continue.
These people have the country by the throat and are gradually choking the life out of it.
How, in the name of all that is fair, can you people put up with this kind of activity from your judges and law enforcement personnel.

Well, that depends on who you're related to and who are your "compinches". Obviously this "lady" was well connected. Had she been a nobody to the powers that be she would've been fed to the dogs and made a public example of.

cibaeno, you beat me to it, yet again. but thanks for clearing up that issue. not just anybody can steal a million and walk. if you have a last name with six hyphens, then you are immune to the justice system, if such a thing exists. if you do not, they will not just put you in jail, they will put you under the jail. so, before you go purloining the public funds, make sure you have some name like Don Rafael Hernandez Y Uribe Vega Y Vega. if you are just plain old Pedro Hernandez, i suggest something a little less risky.

It certainly seems that way as far as public servants are concerned. The thing is that public service is seen by many Dominicans as a way to personal enrichment rather than seeing it as providing a service for their nation and people. The political culture in DR is corrupt to the core.

There's probably some poor bastard rotting in La Victoria right now for robbing a chicken from a neighbor while this "lady" gets to keep on eating her langosta and steak with her socialite freinds while enjoying the freedom of mobility despite the fact that she stole a very significant sum from the Dominican people.
There probaly isn't real justice anywhere in the world but DR doesn't even come close to an approximation of what justice should be.

sadly, NYCDR, the public condones this crap. they see it as some cute, folkloric aspect of Dominican life. and Basta, please..be careful when you make those remarks. of course public officials steal in the USA, but if you do not believe there are repercussions there, maybe you would not mind trading places with the governor of puerto rico, or ex mayor sharpe james of newark, or the ex mayor of east orange, or any of the legion of powerful public servants led to jail ever so often in that country. as i said in many postings before..the powerful people in the usa do not scare traffic cops. they love to chop down big trees there. the worst thing you can say to a cop in the usa is do you know who i am? i have police officer friends in new york who revel in throwing a book full of summonses at the chauffeur driven fat cats who break traffic laws. they will give humble, everyday guy a break, as long as he acts humbly. to the arrogant rich guy he throws the book.

Thanks for sticking BASTA's nose for his remark. He obvioulsy doesn't know norteamericanos very well. We wouldn't and don't put up with the sort of blatant corruption and theivery that goes on here in the DR.
He's just defensive and suffers from "tunnel vision" about everything Dominican. I do like that form of Nationalism, however, even though it's sadly misplaced.
His pride/vanity is getting in the way of his judgement. "Head in the sand" syndrome.

Poeple love catch public officials and the ones who catches them is another official that belongs to some correpted party. All politicals parties are correpted. In the United States there is a saying in the federal government " you can do anything you like just don't get caught ". There are those that are very ignorant about the workings of government and the people that become involved and that seek public positions. What many officials will say about any public official that has held a public office and has not gotten some advantages that will raise his or her standards of living -- he or she is a fool or a sucker ---. Named one public official that has not uesd his or her position to aquired more wealth. Balaguer in D.R. didn't aquired wealth but he permitted others around to do so and he did that cause he needed and wanted their supports which is the same as if he did it. An exchanged of wealth for power. Take all political parties to justice not just one individual --caught you.

hectorvargas, you are right about being caught in the USA. you get fried by the system. in the DR, you simply drop the appropriate amount of money in the right places, and all is well with the world. and as to all you posters who claim that the USA is just as corrupt; here is an experiment. ....next time a state trooper pulls you over for speeding, why don´t you just offer him some money to let the situation go away? please post the results for us to see, even if you have to borrow the prison computer.

actually, JeffreyB, the system can only be manipulated to a certain degree in cases such as you describe. usually, the lawyer for the accused will get a hold of the precinct captain, and ask him to intervene on his client´s behalf. the captain will call in the arresting officer, and ask him to cut the accused some slack. if the officer agrees, then all he does is to stay away from court on the day of the trial.that way, the ticket gets dismissed, because the state cannot proceed with its case. if the arresting officer wishes to be a hard case, he can decline the request. as long as he shows up when the case is called, there is no way that the system can be manipulated by any attorney. in the USA there are simple rules, and they have to be followed. they can be bent somewhat, but not ignored as they are in other places.
