SANTO DOMINGO.- Inhabitants of the barrios recognized as violent yesterday defended the Police’s "iron fisted" action to halt the crime that proliferates in those areas and blamed the judges, “to a large extent for the crimes committed daily.”

Members of neighborhood boards say the Police keeps the hoodlums “in check" and that crimes have been reduced, though there’s still much to do.

They also complain that the judges are to blame for many of the crimes, "because they are mostly committed by repeat criminals who leave prison without serving their full time. They agree that judges and prosecutors must collaborate with a strong Police action, by imposing severe punishment.

They mentioned as an example a thug by the name of El Mayorcito, a member of a gang in those barrios, who they say commits burglaries and holdups with a gun, just three months after having left the prison at La Victoria on several convictions.

Most of them agree that there’s more Police presence now, but that crime has also increased.

The jails are getting crowded .. criminals usually have a nice pile of "payoff" cash .. before you know it they are back on the street and the cycle begins anew .. the victims are usually the poorest Dominicans .. the ones living in the affected Barrios ..

Taking into consideration the pay, the level of training, the outcome of their risks when suspects are magically freed into society, I think these guys exceed their expected level of performance and dedication. We can complain all day about cops in DR and we may even be correct about what we say, but the fact remains that they're human beings like you and I who have the same needs and financial obligations that any other citizen does.

GouletColonial: DR doesn't have a constabulary system. They have a police department. The closest thing to a constable in DR is called "alguacil" and they work for the judicial system enforcing court orders.
