SANTO DOMINGO.- A draft for a bill to standardize the General Immigration
Law submitted to the Electoral Central Board (JCE) stipulates that
Haitians who reside in the border zone may enter the national territory for 12
hours to realize day labor and commerce on the Dominican side, and return to
their country at night.
Military and Immigration administrations allow farm workers and housewives
who reside along the border to enter the country to conduct their activities
without control, and many don’t return and instead travel to urban zones of Santiago and the National
District.
The legislation, submitted by the International Committee of Solidarity with
Haiti,
would regularize and legalize the established time, while the foreigners
included in that subcategory whose activities exceed the border perimeter would
be declared illegal.

They're only officializing an already existing situation, bernies. So this practice will continue even if the Electoral Central Board gives it their sanction or not. You should know that the only law that can't ever be broken on the DR is the one dictated by $$$$$$$, and currently, those interests can't seem to stop loving haitian labour (because of it's maximizing of profits properties) and are dictating for its stay and widespread use on the DR. Get it?

Haiti is also a Country in need, I would like to see the Dom. Rep. Gov. issue weekly work permits at a low cost, and set a National Minimum Wage Salary for the entire Country, just think monies generated could then be used to enforce the border from illegal immigration and contraband items like Weapons and drugs and a higher pay for the border Guards, and who knows maybe next time I'm driving around the DR I won't see so many unemployed Young Dominicans hanging around street corners...................... You know what baffles me the most. It is the fact that many of you on here who sits here in the US acting like DR is this extreme advance developed country that is not depending on the businesses of Haiti its neighbor that it co-habits the Island of Hispaniola with and verse versa.
No matter how strong is the resentment and hatred between the two Independent Nations, one thing will always remain that DR needs Haiti more than most of you want to realize, admit or more than most of you have found this pill so hard to swallow. Before many of you or even your parents could have had been born to know what the US looks like today, DR and Haiti no matter how complex the relationship is, have always needed each other. Sitting your asses in the US does not make any of you experts.

What many people do not know is that there has been historically a "secret" long-standing complicity between Dominican and Haitian authorities and ruling classes to organize human trafficking across the border. It has been happening for years since the time of the US occupation of the two countries on the Island. Rafael Leonidas Trujilo planned the massacre of 37,000 Haitians with full knowledge of the US government.
However, human trafficking continued. The government of Duvalier made money selling human cargo to the DR for its labor supply. These hundreds of thousands of workers have been living in the DR, worked their behinds off, and have children. They have been denied workers rights and any benefits that come with that, retirement, pension, sick days etc. These are the people DR hates so much that they want to deport massively and violently constantly.
The DR has a responsibility to give back to the workers their due. Their human and worker rights should be respected.

It is clear that we cannot ask these reactionary governments or ruling classes (Dominican or Haitian) to be fair because by nature they are exploiters of human labor whether it be Haitian or Dominican (they don't care what nationality you are for that matter). However, the struggles of the people/the masses in unity (if united) can impose fairer treatment. The Dominican capitalists are ripping off the Dominican workers too. That's why the ruling classes and Dominican authorities have a keen interest to foment hysteria, xenophobia and hatred among the people in the DR against workers of Haitian Descent. This keeps them divided to extremes. While dividing the Dominican and Haitian workers, the capitalists are enriching themselves by exploiting both and having the workers kill each other. That way, they can enjoy their spoils in peace. So, it is very hypocritical when those authorities are crying bloody murder eager to deport Haitians. As they deport hundreds, they recruit thousands.

Ignorance is a function of class prejudice and not the other way around. Your class standpoint makes you blind to certain facts, knowledge, and reflection. To be able to understand the issues relating to the Haitian workers in the DR correctly, you have to get out of the box so to speak. You must be able to profess at least some intellectual honesty and curiosity. as Mao would say, "No serious inquiry, No right to speak". We have to bring the debate surrounding this question to another level because we are dealing with questions of life and death of human beings. I am willing to listen to reasonable suggestions on how to bring about solutions to problems facing the two sister countries on the Island. However, people have to do their homework to post something that will contribute productively to the solutions.

What trade with Haiti? Haiti produces zilch, the dominican construction sector and other enterprises exploit haitians for their cheap labor that's all! its very simple. Its a chain of exploiters that dont benefit the dominican poor masses. The haitian elites that people talk about are foreign born with no interest in the developement of Haiti, they don't care about the plight of impoverished black haitians. The situation in Haiti and Dominican Republic is fundamentally very different so to draw comparisons is utterly ignorant.
