SANTO DOMINGO.- Dominican morning talk shows are having a field day Thursday regarding yesterday’s impeachment proceedings by a Senate commission against the members of the Accounts Chamber’s (CC), where its president Andres Terrero, admitted having accepted five designations “won” in a raffle, and when asked why he didn’t reject them, said "because if I hadn’t I’ve would’ve been left without a post."
He said he had nothing to regret and reiterated that neither he nor his colleagues committed corruption, and blamed the scandal in the CC on "personal differences" and on its members “thrst for gold.”
In his defense Terrero several times said a "mechanical majority" in the CC was to blame for his failure to halt the raffle of positions, which violated the Civil Service and Administrative Career Law. "I simply abided by the majarity’s directives."
He said the Accounts Chamber Law doesn’t give sufficient control to the president. "I am a simple agent of the plenary’s decisions," adding that he hadn’t resigned because in his view it was an irresponsibility.

All Terreror's remark does is focus on his total lack of integrity nd ethics.
The same applies to the others who are still in the race and those who have resigned to avoid being impeached.
To the world, this is merely what they expect from all Dominican Government officials. And what about Sra. German's statement that she will no longer entertain any further questioning over the School Breakfast program when the price being paid is 3 times what it could be purchased for (ie.., 47 pesos for watered down yogurt versus 18 pesos for low-fat milk).
This little incident is so obviously a corrupt management of that prograam I don't see how Leonel can continue to ignore it and get rid of Sra. German before she drags the entire Administration down the drain.

Unfortunately there are very few Secretary's of any office who could withstand any sort of scrutiny.
I know of one honest official who could. I do not know him personally, but I believe Miguel Cocco to be an honest and hardworking government official. I know this through stories told to me by several people who have had dealings with his office.

Forget integrity ! The majority of Dominican authorities do not have a 8th grade education to even know what it means to have integrity.
Their ignorance and corruption is the only thing they are transparent about.
Oh, and they are shameless, they are not embarrassed at all. Just like German, she must have pictures of some high ranking official with a goat.
