SANTO DOMINGO. – In a Government version of the “kook is loose,” the recently-designated head of the Dominican Lottery began his tenure by requring a letter from all employees to prove they belong to the ruling PLD party, if they want to keep their jobs.
Jose Francisco Peña Guaba’s arrival panicked the Lottery’s employees, because the group of followers who accompanied him asked about the posts and their respective salaries.
A similar group also entered the salon where the drawings are broadcast, and began handling the numbered ping-pong balls, which drew the criticism of the Betting Parlor Association’s representatives, since only the officials can take part in that process.
They also asked if the drawings were open to the public, among other measures, such as the participation of visually-handicapped people.

I thought the DR wanted to get rid of ills of the past in its administration. The hell with clientelism and the spoils system! That only leads to corruption and the wrong people doing the wrong job, so inefficiency and ineffectiveness. When will the DR government learn? Almost all public officials should be appointed based on their capacity, not based on whom they voted for. Only the head of the public organizations should be appointed politically, for example a minister or a secretary of state, but the employees of the different departments (the administration) should be professional and kept separate from politics.

PLD=PRD the same thing: nepotism inc.
The country needs a drastic change, a departure from the past 'gold-old boys', cliquish ideology.
But, it doesn't seem as if that point has been reached yet.
I guess it will take a depature from the 'loco' mentality, and the adoption of a sober minded approach, instead.

Hey this is just less politically correct than all the other secretaiates do it. CEE, OPRET, INDRHI all verify party papers.
I do not endorse it. But come on guys, no need to act surprised.
Like Sen Lloyd Bentsen from Texas said, " At my age I am not surprised to see this, just dissappointed".

I agree, Jose Francisco Peña Guaba's appointment is a sign that nepotism is alive and well in the D.R; but reducing a senior civil servant to racial and fat jokes is bad form. You should know better!

while we are on the subject of f-ups, i just read where a brand new bridge, erected at a cost of a mere 100 million pesos, and inaugurated by Leonel on APRIL 17, is showing signs of severe deterioration, and impending collapse. can anyone tell me if the contractor is held responsible, and importuned to fix it, at his expense, or if they simply shell out a new load of money to correct the problem?

Amazing! With every day that passes and I continue to read of such unbelievably corrupt behavior, I grow more and more disillusioned. Man, it's exhausting being a Dominican that cares for the welfare and wellbeing of its country of origin and seing absolutely zero progress as it pertains to curtailing cronyism and corruption. No hombre -- esta baina cansa ya.

I have a different political leaning. However I thank providence that after over two centuries the "all men are created equal" that was mouthed by the founders of the US is starting to really look like it is felt and demanded by the population. Hopefully in one more generation the bigoted hate from extremist in all groups will seem as illogical and unbelievable as the segregation.
