SANTO DOMINGO.- A National District Judge acquitted ex Justice minister Victor Cespedes Martinez, for lack of evidence of corruption with the handling of pardons and releases of inmates during the Hipolito Mejia Presidency (2000-2004).

5th Instruction Court judge Ileana Perez also acquitted Oneida Acevedo, ex warden of the prison at Najayo, and Marisol Garcia, also for lack of evidence.

The prosecutors accused Cespedes and 10 others to illicitly facilitate the release of convicts, in exchange for money for promises of pardons and, using illegal procedures.

The accused Justina Jacqueline Ayala, Mariori Mira Londoño, Luis Uribe, Elizabeth Concepción Herrera, Noemí Cortez and Carmen Ivelisse González were declared fugitives by the Court.

Victor Cespedes Martinez was according to dozens of colleages, honest judges and well informed
lawyers the most corrupt minister of justice ever.
Same sources state that he actively requested bribes with his motto: "Let not permit the bribe to come to you, but you must actively pursue the bribe".
He even tried to spring convicted prisoners out of jail by negotiating "presidential pardons" in some cases granted and some at the end of Hipoloco Mejia's tenure denied.
According to the same sources this decision not to prosecute the obviously guilty by "rumor publico"
ex justice minister is another failure of the Dominican justice system to dispense even the minimal amounts of condemnation to a very corrupt public servant who is now laughing his head off and celebrating with other corrupt officials of how easy he got away from the not so blind present justice system. Shame on you, shame on them, shame on everybody!
