Not sure this is toe-ing just Chavez's line. Go take a look at what Foreign Minister of Brazil has said. They buy the gas, and if Georgia is any indication of the current state of geo-politics, they'll have the final say on what happens near their borders.

Evo is nothing more than a land theiving wild indian from the hills and has long been eyeing the rich lands to the east with a larsonous desire to expand his cronyism by shipping the illiterate landless masses that represent his fellow tribesmen into the only productive and modern sector of the country.
