SANTO DOMINGO.- The Dominican Army and the Border Security Corp (Cesfront) reinforced patrols and controls along the border, on fears of a possible massive exodus of Haitians, victims of worsening food and health crises from the storms that ravaged the neighboring nation.
Aside from reinforced monitoring with more Army soldiers, Cesfront has intensified its intelligence after the resurgence of smuggled fuel, sold at exorbitant prices along the dividing line, to be taken across to Haiti where it has practically disappeared in gas stations.
Cesfront chief Santo Domingo Guerrero Clase yesterday said the situation so far is “routine,” wherewas Army chief of staff Joaquin V. Perez placed border detachments and positions at Cesfront’s disposal.
Last week Dominican authorities shipped humanitarian aid to Haiti, including medical personnel, medicine, food and fuel.

Sounds like all the right-wingers got together, and still could not come-up with a humane solution to this problem. Here is a suggestion. Instead of spending all these resources into defending the border from an invasion of REFUGEES, why not take those same resources and setup relief programs AWAY from the boder so that people will not be attracked to come there.
That accomplishes two things, maybe more, 1) gets people away from the border area; and 2) we help these people who are in terrible need...

Because of the lack of cooperation of the Dominicans with the Haitians, all the aid efforts are now coming directly from the United States into Haiti. Food, water, tarps, the millions of dollars that are going to be spent by the international community in the rebuilding of Haiti-- all that will be spent in the United States-- even though all the stuff is right here in Santo Domingo.
I have never seen a people who were so completely disinterested in their own economic and environmental preservation. It must come from all those maps here which do not show Haiti. Makes you think that you live alone on an island.

It is not the average Haitian (poor or middle class) who do not care about their country. Actually, most Haitians are very nice, if you take time to get to know them. Of course, some of them are criminals just like some Dominicans are criminals. But the problem of Haiti is really the government. Lack of leadership and corruption. Haiti is like any third world country like Africa. Once they get into power, they get money hungry. They steal from the treasury and from international aid. They build themselves mansions. Baldoria, Haiti is always in trouble! Haiti had more than 300 Coup d'etat in their history! Their only properous times were with Lescot (1940's) and during the French administration. Haiti has spent their lifetime in kingdoms, overthrowing governments, invading DR, and dictatorships (which they need!). Haiti has 9 million people of which 7 million are poor and they are reproducing at a rate of 2.8 % annually. Haiti is eternally destined to fail and DR can't even contemplate to look West. The only option left is for DR to protect itself from the spill over or it will be drag down the same pit that made HAiti into a hell!!

My previous post referred to a link of the arrest of a drug lord. If you look carefully, it states an approximately 78 million dollars (2002) bribe given to government officials by the Haitian drug cartel. That 78 million is only a fraction of the money the DEA found that was given to government officials. Government officials in Haiti are too busy getting rich to take care of the economy and its people. In the recents hurricanes, they did not even bother evacuating. Lots of investors have contemplated doing projects in Haiti which would have improved the infrastructure and created jobs. However, government officials always ask for bribe money to release permits, etc... Therefore, most investors became disgusted with Haiti and went somewhere else, namely DR.

I would like to add that Haiti was also successful for conducting a successful slave revolution, becoming the first black republic in the western hemisphere, freeing slaves in the Dominican Republic, helping Venezuela becoming independent, and influencing other slave holding nations to free their slaves. Haiti was successful from about 1791 to about 1850. From 1915-1934, the U.S. occupied Haiti and built most of its infrastructure. In 1937, the government of Haiti was so corrupted that it did nothing after the genocide of 30,000 Haitians by Trujillo. Haiti at the time had a strong army and like most nations should have gone to war against DR but instead the president of Haiti, government officials and army generals accepted bribe money from Trujillo to forget about the massacre. I'll look into the reading as it sounds interesting. I am also looking forward to wearing my Col. Sanders suit and presiding over my Plantain / yucca / Jatroba farm so I will be doing my part for the expat Haitian community in the DR :)
Sometimes I play a bit of the devil's advocate to get Ol' Bellyache spun up and Dread expects it of me I dare not disappoint :)
