SANTO DOMINGO.- President Leonel Fernandez, upon introducing his bill to amend the Constitution today in the Senate, said no one can be perpetuated in power not now or in the future.

He affirmed the new Constitution he proposes will mark the start of what he considers a democratic revolution, with an increasingly democratic and participative Magna Charta. "I cannot hide the fact that I have had to meditate and reflect much on this, trying to be as comprehensive, wide-reaching and plural as possible for the well-being of democracy in the Dominican Republic.”

Fernandez, citing in that regard article 49 that refers a sitting President’s possibility of opting for another term, said the proposed amendment must make iy easy for new leaderships emerge and not reject those already consolidated.

The new text also proposes the unification of the presidential and congressional elections in 2012, and the mayors and legislators could seek office again two years later.

Another novel aspect proposed is a court of constitutional guarantees, as part of the Supreme Court, as well as two extend the powers of the National Magistrate Council, so it doesn’t only designate the judges.

On the Central Electoral Board, it proposes dividing it in two: Electoral Arbitration and Administrative.

Speaking in Congress Fernandez defended his right to modify the Magna Charta through the Revisory Assembly, since it’s the only legally recognized procedure,as a Constituent Assembly would only be equivalent to holding elections to choose the people who would have only the faculty to modify the Constitution.

He said the members of Congress were elected legally and the Constitution grants them the faculty to legislate to modify the Constitution.

Fernandez handed the bill to National Assembly president Reynaldo Pared in the presence of the Commission jurists who drafted it, legislators and Government officials.

I say this is another move like the one Hugo Chavez made when he transformed Venezuela, into the Orwellian--Republica Bolivariana etcetera...... He's real chummy with the red shirt guy you know!

So, I say this a "The hand is quicker than the eye" move. Read the fine print in this 'new and improved Magna Charta'. Is Charlemagne too far behind with his Holy Roman Empire?

I will give Dr. Fernandez the benefit of the doubt...
That said, unless this--and any other initiatives--has a tangible (and positive) impact on the lives of the Dominican Public, this is all: MUCHA ESPUMA Y POCO CHOCOLATE.
I would "bet even money" that most Dominicans couldn't care less if LF stayed in power 100 years, provided that the underlying standard of living improved (i.e no more APAGONES, price controls for essential goods & Services, the prospect of a job and decent wages, ACTUAL health care, etc.). If he wants to be the new Caudillo, all the power to him. As long as he delivers.

Don't get me wrong, I love democracy (and the inherent ability to tell my government to f*#k off); but I do think that Democracy, to expense of economic gains, is simple empty rhetoric. Job one must be the ability to put food on the table and a roof over one's head.
We (in the West) may not like Vladimir Putin; but you cannot argue he delivered (and continues to deliver) for the Russian People. Proof positive that given the choice between "Democracy" and a full belly, people will choose to get their fill.

people act as if Baninter was caused by Hippolito. it imploded in hippo's time, but the meltdown was going on for 14 years, which, incidentally, incudes the first term of Leonel. incidentally, Leo was drawing an allowance from Baninter. something like 50,000 per year. can anyone say what it was for? the documentation was presented on a tv program by some investigative journalists. as to the economy, moses, the outward signs are different, mainly because of the IMF standby arrangements, and currency manipulation. deep down inside, it is not as pretty as you think it is.

worse times for whom? it is always a case of whose ox is being gored. in the USA, the republicans say that they are better off today than under Clinton, because the inequality gap has increased. the rich are richer, the poor are poorer. the poor see it differently. similarly, under Hippo, there was money in " la calle".today, we have glowing reports about how good the economy is, but there are no jobs, and people are crying the blues. it just depends on which group you belong to. if you are a political hack, you are in flush times. if you just graduated from UTESA, and have not had a job interview in 8 months, it ain't that pretty.

goulet, when you make such remarks it reveals your lack of understanding of how economies work. when hippolito paid off all the depositors in the baninter case, the central bank decapitalised overnight. the IMF was called in to restore economic normalcy. when the IMF moves in, you do not have many policy choices. they lay out the prescriptions, you get to follow them. plain and simple. you can either accept their strategies, or reject the deal. and all the strategies are based on one objective; stabilizing the currency. it is simple; they want you to be able to pay off what you borrow. any organ grinder's monkey can "stabilise" an economy if it is told what to do!
