President Fernández began solving the constitutional reform equation last night in a meeting with PRSC general secretary Victor Gómez Casanova.

SANTO DOMINGO.- After consultations, seminars and a meticulous draft, the new Dominican Constitution now depends on numbers, which for the ruling PLD party 19 is the crucial figure.

Article 118 of the Constitution states that each amendment or inclusion needs the approval of two thirds of the votes.

Supposing that the 178 deputies and 32 senators participate - and it’s unlikely that a legislator would skip this historic event of this nature- the National Assembly will have 210 members and two thirds is 140.

But the minimum can be fewer, insofar as absences or abstentions from the opposition take place and the ruling party propceeds in unison.

The PLD has 121 representatives to the National Assembly, 19 less than the 140; the PRD 68, and the PRSC 20, for 209 members.

Wait, don't tell me the Juan Bosch founded parties have 121+68 = 189 votes, of 209?
That assures that all subsequent governments will fundamentally be socialist.
So, whatever Fernandez Reyna, or his successor will do will be rubber stamped by these sympathizers. Here's the icing on the cake: When Balaguer bid the presidency adieu, he hand-picked Leonel as his replacement; That implies that the PRSC, the old Partido Reformista converted to "true" red (perestroyka), also backs these international socialists.
