NEW YORK. - While his twin brother David Ulloa will spend 10 years in jail after striking a plea deal with federal prosecutors, Jean Paul, will only serve four years, lowered to eight months because he was arrested in June, 2005, 6 months after the arrest of the ex Dominican Army captain Quirino Paulino, and the seizure of 1,387 kilos of cocaine.

In the most striking testimony to date the convict himself offered the information yesterday in South District Federal Court, during the trial against businesswoman Fátima Henríquez Diaz, proprietor of Fama Shipping, located in Upper Manhattan’s Amsterdam Avenue.

Ulloa, 41, and being held in the New York’s Metropolitan Correction Center (MCC) in Brooklyn, said he made about US$3.5 million from drug trafficking in just a short time, and with a part of it, built a construction company that even built luxurious properties in Punta Cana and La Romana (east), together with his brother and Samuel Rodriguez Cordero (El Principe).

In their testimony over the last two days the twins claimed that Rodriguez was their main link to Paulino, and that they transported and distributed cocaine and crack in the streets of New York City, Washington, DC and other areas in the northern part of New York state since 1989.

David Ulloa said Paulino’s ring moved about 300 kilos of cocaine, shipped from Puerto Rico to New York, and identified some of its members by the nicknames "Lentes," "Pelotero," " Víctor," "Juan," and “Marcos,” and that his brother recharged itself to collect the money.

He said Eduardo’s brother Samuel handled the money in the Dominican Republic and that then a kilo of cocaine sold between $18,000 and $21,000 dollars per "aparato" (apparatus- name the Dominican drug dealers gave the package), and often used “mules” to smuggle the drug in their stomach, from Puerto Rico.

He said a man known as "Bolívar" was the one who received the money in Santo Domingo, where the group met in Plaza Central, Cafeteria Metro and places in Santiago.
