SANTO DOMINGO. - United States federal authorities will transfer 30 relatives and associates of former Dominican Army captain Quirino Paulino, to protection them against possible retaliation by criminal groups and as part of his plea bargaining agreement.
The information was provided by the lawyers of Belkis Elizabeth Ubrí, Paulino’s wife, Felix Damián Olivares and Freddy Castillo, who affirm that the U.S. authorities in charge of Paulino’s prosecution have told their Dominican par, National District prosecutor Alejandro Moscoso, of their plat to transfer the 30 people.
“The transfer of Quirino’s relatives and associates is contemplated, around 30 people, according to the agreement that the North American authorities reached with the husband of our defendant,” said.
On September 16 the National District prosecutor and New York South District Federal prosecutor Michael J. Garci'a, referred to an agreement with Paulino and that nation’s yielding to the Dominican State the assets seized, worth US$14.5 million.

I have never heard of that many persons going on the witness protection program, for just one criminal inditement, must be a first.
Does anybody have any statistics?
I also wonder how good the information was that he provided for such a generous deal, including
the returning of part of his money to him to live like a king in the USA.
Granted he will probably be moved to a little town in a far away state, but that is a lot better than being in solitary confinement in New York.
Hipoloco stated that LF has the list but has not made it public, that raises many questions now.
Are they waiting for the public to forget or things to cool down to give out the names?
Or they never will?
The US should publish the names on the list or leak it otherwise and not leave it to "diplomatic courtesy" for DR government to come clean with it and stop protecting the rich and powerful, or use it as leverage for political black mail.

maybe he is waiting for a slow news day ....Quirino must have had some powerful info to get this kind of a deal ....I cant wait to see the names .....all of them ...not just the sacrificial goats

According to the applicable laws and treaties, the application for extradition is to be processed as is by the Supreme Court. The diplomatic channels through which it is transmitted by the US Justice Dept. to the SCJ have no authority to remove names from such a list.
So unless it is all kept hush hush on the American side, it will eventually become public record. Normally (is there anything normal here), WPP deals are kept secret, and nobody knows about extradition proceedings until they come for you.
So, lo and behold, when the extradition orders are issued, the distinguished gentlemen whose names appear on The List will be long gone.

That's the catch: from US Justice Department to US External Affairs to Dominican Embassy to Dominican External Afairs (Cancilleria) to Dominican Justice Dept. to Supreme Court: who knows??
In "normal" cases and countries, the administrative process is rather quick and confidential, for obvious reasons. It doesn't take a week from the US indictment until the case is before the foreign jurisdiction.
The defendant finds out about the proceedings when the cops show up with an arrest warrant which is mandatory by law: there is no bail in extradition matters.
I remember, once Quirino's case started before the SCJ, he was ordered and shipped out within about a month. But he was already arrested and accused here, and pressure from the DEA was at a max.
In the case of "The List" (not Schindler's), it looks to me as another mediatic splash that will be without consequence.

I will be very surprised if that is not the case.
A word to the wise though, I saw an interview on TV with Quirino's defense lawyer Carlos Balcacer and he stated that he had seen the list but declined to say the names on it. So more than one person knows the names on that list and for some dubious reason are keeping it quiet to protect some "honest politican or big business man" from his "honorable" name being made public.
Same o, same o. It's the same BS as usual, protecting the rich and powerful while the poor are toast.

You and I know that Quirino is still being taken good care off! By that I mean he's still sucking on the cow's tit. I can't believe all the bs this guy is getting away with. Do you think if he was an average Joe he would have received the same treatment? NO! They would have send the people in the list to get him and all those related to the crime (Relatives, friends etc..) I am so disgusted with this case! It shows you how messed up and corrupted our country's legal system is. And by the way, it looks as if they are treating him pretty well in prison.... Every time they show him he looks shabbier and shabbier... It makes me sick! I can't believe the USA is taking in those rats... They will be right back to where they started; dealing and hassling, this time getting paid in dollars.....

I agree that Quirino himself and his relatives will not stay put in the US no matter how confy they are in their new home. They shall return.
The magnetism that pulls Dominicans back to their island is strong. More so after they experience a few winters and the solitude of not having many friends that speak their language or other Dominicans that they can speak loud with and share an occasional mangu with longaniza.
They will miss their mangoes, novelas, and friends that gave them a steady diet of daily brown nosing. That feeds their soul and nurtures them the same as food.
And best of all, the inhabitants of the little border towns and fincas that they lived in will be eternally grateful and most loyal to "el patrón" in the case that he eventually returns when things "cool down" a bit and maybe a new government is in office.

I want to see names too, but you have to remember that the person providing those names is Quirino himself. He could be giving the names of his enemies, not necessarily the names of those that helped him. Right, Hipolito?

I came late to this party, so I don't have a lot of the background. Is Quirino walking free? With that face, they'll have a hard time hiding him. Very possible that they may exile him to some distant Pacific island.
I do agree that call of motherland will prove too strong, and that extended family will eventually return to DR. Same might not prove possible for Quirino......made too many powerful and vengeful enemies.
