SANTO DOMINGO. - Immigration director Jose Sanz Jiminián today said the 450 Haitians who occupy a Catholic church in Dajabón (northwest), under the protection of the priest Regino Martinez who demands they be allowed to reenter the country, are in a state of illegality and will have to return to Haiti.
He said “99.9 percent” of the foreigners in the church don’t have the ID card Immigration issues, and it’s the only authority that decides who remains in Dominican territory.
The official said Law 285-04 authorizes only Immigration to determine the illegality of foreigners. He said the Haitians took advantage of Dajabón’s markets held Mondays and Fridays to occupy the church.
He also denounced that many agricultural businessperson in the zone are accomplices of the situation, since they hire Haitians illegally and don’t report them.
Meanwhile Dajabón mayor Sonia Mateo said to solve the problem the Government should install an Office of Haitian Affairs in the zone to issue the ID cards for those foreigners.
She said the situation occurs every year at this date, when thousands of Haitians return to their country during Christmas and New Year, and then try to return to this country to work in January.
Haitians agree to leave occupied church
The around 500 Haitians who occupied the church Nuestra Señora del Rosario Monday decided to leave after reaching an agreement with the de Immigration Agency, Border Security Corp, the Army, and the NGO Solidaridad Fronteriza.

Send them home, then who will do the dirty work for $200DOP/day. Who will build Punta Perla? Perhaps the US INS should do the same in the NYC/Miami areas. Round up all the undocumented and send them home. Forget the Mexicans, we have over half million non Mexican undocumented people in the these two metro areas alone. BTW, Vivian is not Haitian(although may appear to many as one), don't offend the Haitians with those smart a** remarks, Josean. And for JD, they do have integrity, In their own minds...

They simply made a deal with the Haitians so they will return to Haiti with the promise that they
could come back legally.
This is another case of solving problems before they turn insolvable and quick and swift action by the authorities.
If they always took a proactive approach instead of reactive the problems with Haitians would not
reach the press creating undue attention to their cause.

The growth of NGOs and the atrophying of the Haitian state are in reality two sides of the same coin; the role of government is reduced to implementing neoliberal policies favorable to foreign capital while managing the haze of NGOs that effectively run the country, with the UN occupation in the background, ready to dish out the necessary repression. Michele Pierre-Louis, well-attuned to "open society value$", makes a perfect candidate for the job.

The answer is vocational classes starting in High School.
mechanics , construction etc.. not everyone is cut out to be a scholar or wear a suit to work everyday.

Each nation has a set of laws which are designed to allow immigration between their country and others. You may not agree with the standards that are set for such immigration, but they are usually designed to PROTECT THE INDIGENOUS POPULATION (their citizens).
Usually, these laws are two-edged swords of verbage, creating punishment for both the illegal immigrant AND the illegal employer. The latter are the problem.
