Jesuit priest: Immigration Agency “selectively” enforces Law
SANTO DOMINGO.- The Immigration Agency director yesterday said the Haitians who occupied a Catholic church in Dajabón (northwest) took advantage of the bi-national market to try to remain in the country illegally, and that they were going to be scattered across the nation in farms, plantations and constructions, with 10 buses ready to go.
Jose Sanz Jiminián said that there were not only the 500 that occupied the church with the help of the priest Regino Martinez, but that 100 others were already mounted on buses. “But the Immigration authorities as well as the Army and the Cesfront (border guards) pursued the Haitians and we took them to the border of their country.”
Sanz said the government and military authorities then talked with a group that was in the church and with Martinez, and that they agreed to leave the building.
Martinez, in a phone interview with DT yesterday, affirmed that he led the occupation of the church to call the attention of the authorities, whom he affirmed that the Immigration Agency “selectively” enforces the Law when it allows undocumented Haitians to work in the cities, but denies them access to jobs in farms in the area around Dajabon.

* They could come forward immediately and receive probationary legal status.
* Bill creates a four-year, renewable Z visa for those present within the U.S. unlawfully before Jan. 1, 2007.
* Undocumented immigrants may adjust status to lawful permanent residence once they pay $5,000 in fees and fines and their head of household returns to their home country.
* People under age 30 who were brought to the U.S. as minors could receive their green cards after three years, rather than eight.
* Undocumented farm workers who can demonstrate they have worked 150 hours or three years in agriculture can apply for green cards.
* No green cards for Z visa holders can be processed until “triggers” for border security and workplace enforcement have been met, estimated to take 18 months. Processing of green cards for holders of Z visas would begin after clearing an existing backlog, which is expected to take eight yea

Leonel dilemma:
1.He knows that his economy rely on a pool of hard working Haitians
2.Does not want to ruffle the feather with the black caucus and the so call international communities, by starting mass deportation
3.He needs to respond to traditional nationalistic demand
