SANTO DOMINGO. - The lawyer of Quirino Paulino affirmed Friday that the Dominican narcotics authorities (DNCD) and the U.S. Drugs Enforcement Administration (DEA) have located the more than 17 people implicated by the narcotics trafficker being held in New York.
Carlos Balcácer said as soon as Paulino’s relatives leave the country, those mentioned as part of his plea bargaining will be arrested and extradited to the United States to stand trial.
Balcácer, who defended Paulino of drug trafficking charges after his arrest in Dominican Republic, affirmed that there’s a list with the names of merchants, businesspersons and military and police officials, and that the Dominican Justice Ministry knows it but prefers to deny it to avoid problems with their New York pars. "The Justice Ministry, the DNCD and the DEA know who they are because they’re those who were provided on that list of suspects to Quirino from the investigation which was already occurring."
“Those people were simply already investigated at the time Quirino, what happens is that Quirino couldn’t implicate them, because he was firm in not mentioning anybody, but when he sees the situation of his relatives he decides to cooperate."
Balcácer said Paulino’s relatives are still in the process of getting the U.S. visa as part of the Witness Protection Program they entered after the his cooperation in New York.

I hope that the names include the drug network operating out of my barrio of Ensanche Caonabo (Los Platanitos) in Santiago near the Cibao Stadium and Children's Hospital. I know all ex-cons in the PICHARDO brothers group Choppo, Chino and the latter Bacho (in prison now) have accumulated BOTH wealth and arms for years. The largest multi-story apartment building was built with drug money and everyone knows it but leaves in fear.
The US DEA is always the last to know whats really going on. The DNCD know sooner because they share in drug profits and shake-down street Tigueres who sell or move drugs at the bottom of the food-chain.
Many Dominicans in poor barrios AT LEAST should live in peace!
