Santo Domingo.– A crowd carrying surfboards, coolers, umbrellas and signs soaked in
the sun outside the Dominican Congress yesterday to protest a proposal they say will
limit public access to beaches and rivers.
The protestors, yelling "this is not the
constitution of my country," and "the beaches belong to the people, not to businessmen," referred to a recently
approved constitutional amendment that allows for private property
along coasts and rivers.
One
of the country's biggest attractions is its white-sand
beaches and turquoise waters along its eastern coast, where there are dozens of celebrity homes and exclusive resorts.

There are few places where you can find white sand beach in Dominican Republic, Las Terrenas and Punta Cana.
Tourquise water is related with coral reefs.
All the coast of the Dominican Republic is property of Dominican Republic, 60 meters.
Except probably lots of "Big" project as Roco Ki, Punta Cana resort and Cap Cana.
If you buy a land in lets say Uvero Alto, your beach is public beach. If you are "Big" project the beach is not public.
Have you seen anybody parked with Toyota camioneta on the beach of Cap Cana, eating moro and chicharones, and taking a bath in underwear while listening bachata and having cuba libre from a picnic fridge?

Have you seen any Dominican on the beach of Paradisus Palma Real, sitting in beach chairs of the hotel, eventhough its a public beach.
Have you ever been to Lava Cama beach? If yes, please leave the BBQ there, we forgot it the last time.

Half of the people from the protest does not know how to swim, or never been to the beach at all.
Boca Chica is ugly beach, with shalow water, and doesens and more sales mens molesting.
There is not a beach in Santo Domingo, except at the end of busses 11, the end of independencia.
Why does the Leonel fix that beach in Santo Domingo? Its a nice gray sand beach, with high waves, and big sharks.

What a grievous travesty of justice and freedom this constitutional revision represents!!!!!!
Our beaches and rivers are an inalienable part of of our national patrimony, which cannot be taken away by worthless, charlatan and self-serving legislators [LF included!]. Many of our ancestors paid in blood for these rights, and we would certainly let them and their legacy down were we to allow these scum to prevail.
I could not think of another greater cause that could more awaken our patriotic sentiments and the need to rise up and be counted and defend our rights and freedom. This is the kind of situation that gives rise to proverbial “caudillos”, such as Castro and Chavez. When it comes to DR, perhaps time is ripe and that would not necessarily be bad idea. I often get annoyed when I hear : “I am proud to be Dominican”. What's that mean anyway? Most of these individuals don't know anything about our history and heroes, and some weren't even born in DR. You can't exactly be proud of something you didn't contribute to or earned. However, this situation does afford you the opportunity to do so. Rise up and fight, then you could be proud. By the way, I saw my parents do so at “Ciudad Nueva” in 1965. Heck, I think they trampled over each other in their hurry to get there. BTW, the TV host of the time, with the “bandoleers” over his shoulders and 38-caliber on his side, was my Godfather.

BTW, my own family lost about 500 m of prime northern beach front property in DR by “eminent domain” in 1972, during the Balaguer years. We got compensated $0.10/$, so I feel I could talk about this from first-hand experience. I am not bitter about it, however, because some of the outcome benefited Dominicans.

Uvero Alto beach access, next to Sirenis
Uvero Alto beach access, next to Plaza Uvero Alto
Macao beach
El Cortecito Beach
Bavaro beach, entering trough Los Corales
Jellyfish beach (between Melia Tropical and IFA)
IFA beach
Cabeza de Toro
Then close to the airport there are not public beaches except wild beach on the left side of the airport.
To enter Cap Cana beach, you would need a reservation in one of the restaurants there.
There are many beach clubs which are public at Punta Cana, as El Navegante (UA), Pulpo Cojo, Hurricane Cafe, Bamboo Bar, Soles, Jellyfish and BBH20 (called bibijagua). And few private beach clubs for the owners (of White Sands Golf, of Cocotal Golf, of Cap Cana, and Punta Cana Village).
Pueblo Bavaro does not have a beach, you need to go to Cabeza de Toro.
Also on the North all the beaches are public except Playa Dorada.
On the North East, I haven't been since three years ago, all the beaches are public.

Toda la costa de República Dominicana, que esta garantizado por el ley, esta en propiedad de gobierno, mas exacto 60 metros desde la orilla.
Se puede construir edificios temporales de madera con el permiso de Turismo.
Propietarios de terrenos, solares, al frente de la playa tiene derecho de utilizar su playa. Eso no impide derecho a dominicanos a entrar en la playa.
Problema similar existe en Montenegro, cuando Montenegrinos no puede entrar en la playa de Santo Stefan, porque es una playa privada para los propietarios.
Eso mismo me parece como una mujer de 7 niños, que se sorprende un día porque se quedo embarazada.
No vamos hablar de tema porque vendieron minas de oro en Maimon de Bonao?

Although there are current loop holes to "private" beaching because there is no access to some of the beaches of these big projects in Punta Cana or other locations, I still say that the beaches should remain a public domain. If a Dominican, or a national of any country, was to go to a beach, and then walk a few miles that took them to the beach front of a large hotel, then he/she should have the right to do so. Now if this person is being obnoxious, or harassing people, then by all means, this person should be removed, just like they would be removed/arrested on the streets for the same things.
The "private" beach loopholes will continue, again, because of no access to them, but constitutionally, beaches should remain public. As a matter of fact, the government should force/designate a right to passage to the beaches when everything is blocked off because of a big project every after every 1/4 kilometer

Although tourism is the life's blood of the Dominican Economy, the beaches and natural surroundings are what makes our island beautiful. To Deny the people the use of the public beaches is immoral. What they need to do is figure out a way how to get a "cash cow" on the world market, other than tourism. Farmers should grow tobacco to Phillip Morris (maybe they do already I dont know), Perhaps stop selling the mining righst to the few precious metals the country has left to foreign countries and mine it for our own reserves. Perhaps make it a real gambling destination instead of the sub-standard casinos they have at the resorts. Perhaps offer a few major corporations tax shelters to produce some of their goods in DR rather than China? Its got to be cheaper to ship from DR. It just seems like the people in Politics get in it for themselves and not the people.
We can make the country more honest by taking all the dirty cops that ask for a payoff at "checkpoints" in the capital

Isias, i like your thinking abou attracting production to the DR, but it is not that simple to compete with china. besides, people say it is cheaper to ship from the DR to the USA. well, it depends where you ship to. if you are shipping from the DR to Miami, it will be cheaper than from China to Miami. but what if you are shipping to the Bay Area, like Oakland and San Francisco? which, incidentally, is where most chinese imports enter.

Good input. May I add since tourist come for the beaches and Natural Beauty one would think it's every Dominican's responsibility to keep it neat, clean and crime free. Let's hope we Dominicans realize this...I also agree location, labor force and natural resources the DR has the potential to rival many Countries thus improving the way of life for ALL DOMINICANS. I for one would like to see [as I said before in the past] the DR Gov. sponsor our OWN home grown Tourist industry, sad how most Resorts are foreign own.
Has any one ever noticed most real estate company's and agents are foreign, why ?
I'm not against Foreign investors, but....
Imagine....ONE DAY WE WILL WAKE-UP OPEN OUR EYES ONLY TO FIND ALL OF OUR MOST PRECIOUS BEACHES OWNED BY FOREIGNERS.

Maybe I have a future in politics, because you are right...what I am proposing sounds simplistic; I just think that with enough vetting and political willpower it can be done. Why not change the dynamic of importing locations in the US? East Coast=Baltimore/Newark, West Coast=L.A./San Fran, Gulf=Lousiana? I know they are starving for cash down there...especially the way the Feds dont allow them to draw any $$ from the Oil rigs that pipe through their state! The way I see it, Louisiana is geographically perfect for truck commerce as it is almost on the centerline of the United States.

3 TRAINED WORKFORCE. the asian work ethic will blow us away. just like the USA work ethic. in the DR, workers start watching the clock at 10 minutes to 12. then they come back to work at 15 minutes past 2. in the USA, you eat a piece of pizza at the computer terminal
VALUE FOR MONEY; i spent a night in a minor hotel one night, and the ac did not function.i had a hard time sleeping, but i persevered. in the morning, there was no water in the pipe to wash up . that was more than i could bear. i registered my dismay with management, who told me that it was not their fault. the planta was not working, they said. in the USA, i would have gotten an apology and a refund. in the DR, they just blow you off and take your money.that, my friends, is why most businesses are uncompetitive.

I was reading a CNN article (can I say CNN here?! LOL) and this little african kid about 16 at the time decided he was going to make a windmill to power his house. the Villagers laughed at him while he was building it. A couple of years (if i remember correctly) he lit that bad boy up...and sure enough the villagers were no longer laughing.
Why dont we harness the wind in DR. With the amount of mountains we have, I am sure we get some pretty serious wind currents.
I guess the threat of hurricanes frying these windmills could be an issue. I dont know, it just seems that we are a bunch of UNDER achievers in self governance. We are great at looking out for ourselves individually, but a whole....we stink at thriving.

Although there are current loop holes to "private" beaching because there is no access to some of the beaches of these big projects in Punta Cana or other locations, I still say that the beaches should remain a public domain. If a Dominican, or a national of any country, was to go to a beach, and then walk a few miles that took them to the beach front of a large hotel, then he/she should have the right to do so. Now if this person is being obnoxious, or harassing people, then by all means, this person should be removed, just like they would be removed/arrested on the streets for the same things.
The "private" beach loopholes will continue, again, because of no access to them, but constitutionally, beaches should remain public. As a matter of fact, the government should force/designate a right to passage to the beaches when everything is blocked off because of a big project every after every 1/4 kilometer

I am totally 100% for property rights. If i own beach front property I should have the right to not allow any foul-mouth, dirty chopo from destroying what I paid for.
I understand, I also own a [2] beach lots on the South Coast of the DR and the thought of it turning into another Boca Chica with Foreign owned property's, Drunkenness, Trash, Thievery, Hookers etc..etc.. would piss me off too. Boca Chica in the early 1970's was a pristine beach HOW SAD.....What happened ?
Maybe the establishment of more Public/State owned Beaches where they can police the just said mentioned, should appease everyone concerned.

Good input. May I add since tourist come for the beaches and Natural Beauty one would think it's every Dominican's responsibility to keep it neat, clean and crime free. Let's hope we Dominicans realize this...I also agree location, labor force and natural resources the DR has the potential to rival many Countries thus improving the way of life for ALL DOMINICANS. I for one would like to see [as I said before in the past] the DR Gov. sponsor our OWN home grown Tourist industry, sad how most Resorts are foreign own.
Has any one ever noticed most real estate company's and agents are foreign, why ?
I'm not against Foreign investors, but....
Imagine....ONE DAY WE WILL WAKE-UP OPEN OUR EYES ONLY TO FIND ALL OF OUR MOST PRECIOUS BEACHES OWNED BY FOREIGNERS.

Maybe I have a future in politics, because you are right...what I am proposing sounds simplistic; I just think that with enough vetting and political willpower it can be done. Why not change the dynamic of importing locations in the US? East Coast=Baltimore/Newark, West Coast=L.A./San Fran, Gulf=Lousiana? I know they are starving for cash down there...especially the way the Feds dont allow them to draw any $$ from the Oil rigs that pipe through their state! The way I see it, Louisiana is geographically perfect for truck commerce as it is almost on the centerline of the United States.

I am with you 100%. It broke my heart when I went to bury my G-mother and I had to ruin her coffin. You know how sad it is that derilicts and thugs are casing the cementary out for coffins to sell...irrelevant of people's loved ones occupying them?? Just throw them to the curb and sell the coffin. 3 TRAINED WORKFORCE. the asian work ethic will blow us away. just like the USA work ethic. in the DR, workers start watching the clock at 10 minutes to 12. then they come back to work at 15 minutes past 2. in the USA, you eat a piece of pizza at the computer terminal
VALUE FOR MONEY; i spent a night in a minor hotel one night, and the ac did not function.i had a hard time sleeping, but i persevered. in the morning, there was no water in the pipe to wash up . that was more than i could bear. i registered my dismay with management, who told me that it was not their fault. the planta was not working, they said. in the USA, i would have gotten an apology and a refund. in the DR, they just blow you off and take your money.that, my friends, is why most businesses are uncompetitive.
Why dont we harness the wind in DR. With the amount of mountains we have, I am sure we get some pretty serious wind currents.
I guess the threat of hurricanes frying these windmills could be an issue. I dont know, it just seems that we are a bunch of UNDER achievers in self governance. We are great at looking out for ourselves individually, but a whole....we stink at thriving.
