SANTO DOMINGO. – The Government’s Ethics Commission chief called the contract to extend the San Pedro - La Romana (East) highway a grand swindle against the State and criticized ex Public Works minister Freddy Perez for in his view betraying president Leonel Fernandez’s confidence.
Marino Vinicio Castillo said when Fernandez took office in 2004 the company Concesionaria Dominicana de Autopistas y Carreteras, Sociedad Anónima (CODACSA) should’ve been concluding the work, but hadn’t made the investments and was only using what it collected from tolls on the Las Americas highway, which had been awarded by Hipólito Mejía’s Administration (2000-2004).
He said instead of protesting or terminating the contract what Perez did was to create what he calls a “shadow toll” of an additional 17 million dollars in favor of CODACSA.
The official, speaking in his program “La Respuesta” (the response), also criticized the State Works Supervisors Office headed by Felix Bautista, for not, in his view, doing anything to correct the irregularity.
On Thursday, Castillo announced a probe of former Hydraulics Institute director and current Agrarian Institute chief Hector Rodriguez Pimentel, for the alleged ballooning of the costs to build a hydroelectric dam by the Brazilian contractor Andrade-Gutierrez.

Vincho is pissed because he now finds out that every body was getting bigger cuts than him and LIE-onel Fernandez new about it and screwed him after being such a “faithful lapdog!”
If this had been when Hipolito was president, Vincho would have been all over him like white on rice, holding him personally responsible for every act of corruption, (which by the way I agree, as I believe the buck stops at the president desk, especially in a society like ours where the president is a virtual dictator) but since its his master Lie-onel its just a "betrayal of his confidence by his a minister."
