NEW YORK.- The 2009 annual report of the prestigious France-based group Reporters Without Borders’ (RSF), which monitors the respect of free expression by governments and private institutions, ranks Dominican Republic 98 in its classification and affirms that the country, as well as several European nations, has regressed in that regard.

It’s the worse classification among Latin American countries with allegedly democratic governments.

The study, which also includes Canada and the United States, is based on reports by the national press on real cases involving journalists and the attitude of officials and civil society figures on the flow of information.

It affirms that in the Caribbean, Dominican Republic falls in rank resulting from a high index of violence, harassment and abusive procedures against the media. It states that without having the same amplitude, those two factors, in addition to measures of administrative censorship and the incarceration of a journalist it didn’t identity, led to the lower rating.

The case turned into a scandal when Margarita Cordero of online newspaper 7Días, Maria Isabel Soldevilla of the daily Listin Diario and Norma Sheppard of privately owned Radio Mil, told the ethics committee of the Upper House that the senator’s bodyguards had convinced them they were FBI agents to obtain the names of their sources. This episode came however came just ahead of the National Assembly constitutional reform vote, on 4 May 2009, guaranteeing absolute protection of sources. This step forward however falls short of the hopes of journalists’ representatives who repeated their appeal for decriminalisation of press offences. A draft law on the issue put before the National Assembly in September 2007 has yet to be examined.

Pressure can also come from the highest levels of state as was revealed by attempts to intimidate three journalists by aides to Senator Alejandro Williams after he was implicated in a fraud case involving American Medicare

Around 30 journalists were targeted for physical assaults and attacks during 2008 and some 20 of them faced legal proceedings which were often abusive. This assessment, made by the Dominican Journalists College (CDP) and the National Union of Press workers (SNTP), was sadly similar to that of the previous year when attacks against the media reached levels not seen since the Joaquin Balaguer dictatorship of the 1970s. The Dominican Republic is a highly popular tourist destination but remains in the grip of persistent corruption and its geographical position makes it a major hub for drug trafficking. Media that look too closely at this kind of activity have to tread warily and even more so given that the reprisals are often the work of municipal officials or the police. This also explains the lack of zeal on the part of the justice system to put an end to impunity.

Last week or so a journalist was arrested at one of LIE-onel Fernandez's dog and pony shows, and the modern democratic world class statesmen allowed it to happen.

Liker Balaguer, his political idol, LIE-onel Fernandez has no respect for journalist or the rule of law!

Other countries have loyal journalists who do not report embarrassing material. It would seem that sections of the DR are in the grip of the CIA and other American organizations who seek only to destabilize the country. Malicious reporting about foreign lands by US sponsored journalists deflects attention from the very real problems the US is having at home and it understandable that journalists who abuse freedom are curtailed.

definitely a step in the wrong direction. However, i am not even sure if there is such a thing as journalism in the DR. There are numerous people who write for papers, yes. Just not sure how much their reporting is reporting or actually factual and not oppinionated. DR newspapers share lots of qualities with that of Fox News. In that regard, revocation of their privileges sounds different. There should be a push for more neutral reporting and journalism that is based on facts without political motives behind them. If this is secured, then freedoms should always be accessible to all.
