SANTO DOMINGO.- The construction of high rises in the Dominican capital continue sparking conflicts in normally quite and exclusive sectors, when lack of law enforcement and corruption join to cause anxiety in their residents.

The inhabitants of one such sector Renacimiento (Renaissance), where a nine-level condo is being built, say they are concerned and affirm that the zoning is only for single-family houses, and that the National District City Council (ADN) hasn’t approved the structure ‘Leonardo IV’.

The sector’s Neighbor Board, located next to the also exclusive Mirador Sur, says the project’s owner Leonel Simó is a government official who uses the post to go ahead with the construction.

They said they’ve visited the ADN to get the work halted, but has been impossible so far as workers toil around the clock to build the structure. They add that during the 35 years since sector was founded they’ve never seen that type of construction, and warn that they won’t allow it.

Official corruption and alleged officials

Meanwhile the alleged official Leonel Simó told news source diariolibre.com that the Public Works Ministry approved his project and that he also has the City Council’s Urban Planning resolution 356-07.

In that regard ADN president Winni Terrero, after meeting with the residents, pledged to investigate and affirmed that the work had to first be approved by his Department, before the start of construction.

Renacimiento, one of the National District’s quietest zone is very similar to the adjacent Los Cacicazgos, where yet another conflict pits its residents against the builders of the 31 floor Torre Plata, an investment linked to the hotel Dominican Fiesta, with nine stories built so far, also without a license.

I can't believe this! I'm shocked!! Not in DR!!! And a governement official at that!!!! My parenst retired to Mirador six years ago.....I inquired about the zoning since it was all single family structures with narrow streets that would sustain towers that I saw going up in other neighborhoods and knowing DR was sure woudl come their way soon enough. They have moved out to another neighborhood. This country is a turning into joke. There is no law in DR unless it affects someone with power and real money/connections. I've been saying it for about six years now, there will some charismatic general or former general that will sweep into power under the guise of reform and turn this country back into a tyrant state because this unfettered capitalism and illusion of democacry will someday lead the masses to say enough of the abuses by those in power.

I totally agree that there has to be a full investigation here and it is completely wrong for any government official to seek authority to break zoning regulations. It is also a disgrace that any work was started before full approval and complete transparency ..including taking regard of residents views.
On face value ,the owner , Leonel Simo. should be dismissed from his work and and damages brought against him in a court of law .
Of course to stop all construction in the huge metropolis of Santo Domingo would bring far more problems than the ones that currently exist

Can you imagine all the votes that Dr, Moreno will lose when it is known he is supported by Josean/Dreadlocks ,,that will be the kiss of death in any election, We can tell Dr Moreno that his number one fan wants a moratorium on buildings in the capital for 7 years , is opposed to any investment by Señor Cisneros , does not want any low interest money from the IMF to help the poor and is in fact against anything and everything ,

I like the zero tolerance stance....it's a wonderful phrase....zero tolerance of media exposing the bs of this and every DR governement of the last twenty plus years I've been following it. Zero tolerance towards those who would propose ideas that woudl actually curtail government corruption and waste. Zero tolerance towards those plans that would actually benefit the middle and lower classes at the expense of the rich and the politically connected. Zero tolerance towards those that would dare seek further expendutures and accountability on education. Zero tolerance towards tru progres in DR if it means L and his cronies don't get the biggest piece of the pie. Zero tolerance towards a democracy that would threaten an election of those not in cohoots with the PLD-PRD plan. My zero tolerance is with this government and the trampling of fundamental democratic rights and principles that our forefathers paid for with their lives only to see those freedoms trampled by inferior men.

I have not been here for 20 years to be able to comment and actually I am having a little trouble interpreting all of it but if he has zero tolerance for corruption and loss of democratic rights , I have no argument with that , and if he is seeking more money for education I am all in favour of that also.If he is saying that the two major parties are past their used by date ; i would also agree on that. And if he is concerned about delinquency, he has my full support and if he is stating that the inferior men are the politicians he can only blame those whom elected them..but I am not able to read anything here between the lines. I am sure there are many against this government as there were against the previous one ,,but this one seems to be doing a huge amount more
