Santo Domingo.- Electoral Board president Julio Cesar Castaños Guzmán today said the object of politics consists is of giving every one what’s theirs, not to jeopardize anyone and to live decently.

He said the Dominicans’ right to their beaches cannot be denied just because it’s written in a constitution, and consequently illustrates his view that is everyone gets what’s due. “Not even by writing it in a Constitution can the Dominican people be denied the right to their beaches.”

Castaños, speaking during the event “Governance, Democracy and Political Leadership” in the Electoral Board offices, noted that a good leader can delegate their function but never their responsibility, adding that the political activity can’t be exerted in an ambiance of rampant corruption.

Constitutional changes "an embarrassment"
Representatives from civic and business groups have joined together in their condemnation of the decisions taken by the National Revisory Assembly during the second reading of the new Constitution, because the legislators have "cut off" several individual and collective rights, implying a step backwards from the rule of law. Citizen watchdog group Citizen Participation, along with the Herrera Industrial Association, the Federation of Industrial Associations, the Commission for the Reform and Modernization of Justice, the Citizens Forum and the Justice and Transparency Foundation all shared this opinion. Citizen Participation describes the new Constitution as "illegitimate" because it eliminated ten existing citizen rights set out in the current Constitution.

The civic group said the illegitimacy is clearly demonstrated with the elimination of rights such as the right to have an honest and transparent public administration, "which reveals the perverse intent behind this decision. Behind the elimination of collective rights such as the adequate working of the market forces, and fair competition, the interest and rights of the consumer and of those who use public goods and services, the enjoyment of the assets in the public domain such as beaches and rivers among others, are hiding shameful, unspeakable intentions."

I have written about the new constitution in another article and it is ludicrous that such an important document should be the result of trade offs between two political parties and that the contents are being initiated and carried through by politicians ,,There must be few places in the world , even Venezuela, where this situation could occur, I would have preferred to see an outstanding bench of jurists doing this work but surely a referendum is essential on many issues .

I think this electoral chief must be in another country because there are many beaches which guests of a hotel can only use ,,Hamaca at Boca Chica .all the hotel beaches at Bayahibe and at Bavaro ..if a person even strays into the hotel zone ,regardless of colour ,they are requested to leave immediately , sometimes politely and sometimes not ..
maybe a right in theory but definitely not in practice

Ricardolito your constitution says the beaches all of them belong to you and all other Dominicans' but law only works when people do. If you allow people to take what is yours they will continue until stopped. Simple as that.

Your elected officals have made you a Hatian on your own beaches.
