This story only indicates that Dominican authorities use selective enforcement of laws and regulations. The storyline hits hard upon the Haitians with only a mention of "complicity of the locals". How else are you going to get the attention of the reader? Yet, it is the behind the scenes locals with a base of eye winking authorities that create and support the demand for the crops; and the burning trees otherwise known as charcoal. The Haitians are only the dupes. The Haitians get arrested and the locals are out looking for more dupes to replace them. There is no information as what actions have been taken, if anything, against the "locals".

Oh God, poor Haitians! If they are not clearly the victims, they are dupes, innocent by standings or something else, except guilty parties. It is not enough that instead or dumping them in jail, they are only returned to their country, not, they should go free to do it again, and locals to jail, right? How about Dominicans chopping trees in Haiti, with the "complicity of the locals"? How do you think they would fare, and would you be taking about them as dupes, Zooma?

Micaela you may not like the message but its the truth. The park is a long way from Haiti. And with out the complicity of the locals this could not have been done. Locals had to know it was going on, know its against the law, Did not report it. would have had to help with the transport.
Makes no difference in how they would fare were the situation reversed as that is not the case. If you want to stop the problem then justice has to hit all concerned, jail time and then deportation for non citizens. For citizens jail time and fine.
If you want to stop the problem then you have to stop the source, which would the locals that let them set up in the area to begin with.

Xwill,
I remember back in the days of balaguer these rangers used to be called "Foretas". The would roam the pinos in San Jose de Las matas. Anyone caught chopping down Pinos would be send to prison. The "Foretas" went away when Leonel and hipolito came in!

Bienamor the park is a long way from Haiti, so is Bavaro and is full of Haitians. So complicity of the locals, because they had to know it was going on, know is against the law, did not report it, that make them dupes, poor victims and Dominicans the culprits in all senses. I see it now, that's why we all Dominicans are responsible for their massive presence in DR, we know they are here, we see them, we know they don't have any documentation, so their presence is illegal, we don't report them. The few fools that persecuted them and run them out of their towns when they kill somebody are abusive, racist, xenophobes and potential assassins, while the killer becomes the poor persecuted victim. We can't win!
And the source is the locals (responsible) that let them set up in the area, no the haitians for coming in illegally, setting up there and cut the trees, poor victims. We can't win!

Now this is a positive act by the rangers to protect Loa Haises. Regardless who does the crime the law shall prevail. I do not agree on all account that Haitians are duped these people came to DR with a sole purpose to devastate the forest that benefits both countries. If only our government was responsible in Haiti we would not have 2% of forest in Haiti The DR should lock them up after serving time for both crimes entering the country illegaly and cut or burning the trees deport them with promise that next time they are cought they will spend 10 to 15 years in prison

I see no end to this crime against nature, humanity. Yes, humanity! Many innocent Haitians have perished as a consequence of deforestation. In fact, I suppose deforestation is akin to mass murder!
This crime cannot continue with impunity, and some drastic measures must be put in place-including public hangings-be the perpetrators Dominican or Haitian. No excuses for poverty, ignorance or greed. They are all equal and could hang equally-no discrimination!
Think of this initiative as proactive to protect the innocent and elderly and everyone else.
Now is time for preventative action, and we must not wait until our own forests have diminished by 98 %, for then it will be too late for all of us. Besides, China and India are not keen on taking immigrants and, because so many of you hate the US so much, you are not welcome here, either. However, not to worry, for I understand Castro and Chavez await you with open arms.

.Am not saying that the Haitians were innocent, but that there were some Dominicans that were just as gulity. But nothing will happen to them so the problem will go on.
The locals know that there is no farming in the park, did they turn them in or buy their products?
did they help freight the produce, or did the Haitians pack it out on their back.
