SANTO DOMINGO.- President Leonel Fernandez sent the bill for the 2010 Budget to Congress yesterday, which earmarks 27.4% of the RD$378.9 billion for capital expenses, and the remaining 72.6% for current expenses.
It includes a freeze on Government worker wages and its payroll, a reduction of the electrical sector’s subsidy, and bans government agencies from buying vehicles and office equipment, except the Police and the Health, Education and Agriculture ministries
“The investment projects are prioritized so the Government can accomplish the intensive programs in manpower, to increase the added demand and activate the economy, maintaining the benefits obtained by the lower income social sectors, according to the commitments of the Objectives the Millennium,” said Fernandez in the bill’s attached letter read by Senate president Reinaldo Pared.
The chief executive justifies the spending on capital expenses and the prioritizing of those projects, alleging that they seek to increase their quality.
Electrical sector
In 2010 the Government plans to spend RD$14.5 billion in the electrical sector, for which the bill stipulates that the Social Cabinet will apply the electrical energy subsidy for homes through the program “Bono-Luz (light bond).

There is so much corruption and theft of public funds by our own leaders we need an outside source to come in and audit everything for a true picture of what is going on. If LF was truly transparent and not just speaking the words we could have some major budget cuts and bring our country into the 21st century. There is no reason for those people to be paid such absurd salaries and given so many employees to help them and pay them absurd wages too. Give them each one reasonable wage and a required list of tasks for their job title. If you want to hire your friends and family it comes out of your pay. No more tax free imports either. You pay like the rest of us. My own country is an international disgrace and a failed state.....Makes me sick.

as more and more references to GDP increase hit the media, it is instructive to examine this figure. the GDP is made up of four main components, namely

NET EXPORTS
GOVERNMENT SPENDING
hmmm...almost 3 quarters of the budgetary spending in the country is done by the government. so, given the legendary proclivity for pilferage, mismanagement, and frivolous initiatives, the GDP figures do not tell the whole story.

We need more safety nets... to produce more (Increase GDP) with locally made materials and put a sock on imports...
I have seen in Europe and in the US streets made out of stone and cement... Why on god's green earth are we buy oil (misspending) to pave street we all we need is cement which is not as expesive or are difficult to obtain as oil????

11. Lower interest rate to encourage borrowing and therefore increase GDP (money supply) without inflation (to be checked like a hawk)
12. To make the army more foreign focus (rather than a paramilitary to suppress our people)

I think you and others completely misunderstand these numbers. If, as they state, the government takes 72% of the GDP that means that the actual expenses are probably 62% of the GDP and they are probably stealing the other 10%.
