SANTO DOMINGO.- The project to build a cement plant near the Los Haitises National Park isn’t viable, said the United Nations Development Program (UNDP), but made it clear that the Dominican Government has the last word.

The planned project, near the community of Gonzalo (northwest), failed to meet the technical and scientific criteria and all principles of the legal environmental framework weren’t suitably observed, said in their report the United Nations experts who evaluated the process to issue the environmental license.

After the evaluation they determined that the construction of the cement plant would affect the environment and create a high degree of uncertainty on the region’s geologic stability, landscape and surface and subsoil water sources in the Los Haitises’ karst zone.

The UNDP’s evaluation of the cement plant project company Consorcio Minero Dominicano stems from the Government’s request, after the surprisingly strong opposition from environmentalists and civil society groups to the announced work.

The report also recommends bolstering the institutional and the environmental sustainability, to improve the quality of life of present and future generations.

Reactions

The Santo Domingo State University UASD Environmental Commission and representatives of popular organizations reacted quickly, hailing the evaluation, while immediately demanding the return of the lands they say were bought form the farmers at a “paltry” price.

In that regard United Nations the System resident coordinator Valerie Julliand also praised the interest shown by citizens by exerting their right and duty to monitor any process which affects the collective interest. She said she’s convinced that process was a fundamental step which strengthens Dominican Republic’s democracy.

Congratulations to all the brave Dominican Women and Men both in the country and throughout the world who have WON this FIRST step. We must now make sure the "government honors the wishes of the overwhelming majority of the Dominican masses and buries this "project" forever.

We must also demand the immediate return of the lands to those who were ripped off by LIE-onel Fernandez and his henchmen!

I am happy for the verdict, but still worried about plan "B". Let's not get too complacent with these
environmental vultures, and be on guard for the "next" step, that is surely to come. Winning one battle does not equal to winning the war.

Don't go around calling this a victory yet as the article states "(UNDP), made it clear that the Dominican Government has the last word." and we know what that means around here. so don't lower the weapons yet the fight still going strong.

These "investors" are not going to give up that easy, pack up and leave. Just watch and see their next move, more so that there are rumors that many government big shots have a stake.

If LF wants the cement plant built, it shall be build. It doesn't matter who and how much protest against the project. The question is, how much ($) will there be in the project for him (LF). Jaime David has already shown his true colors and is an LF "YES" man, a suck-butt... with no backbone.'

Pity nobody defends the environment in our desertified neighbor to the West...

In this case Los Haitises may have won a deserved battle.

But the other cement producers who financed the opposition to the plant will continue to charge their excessive prices for the most important construction material for safe housing.

Without more competition, cement prices will never come down in the DR.

We both have seen these movies of giving the last word to the gov. in DR before and we all know not even the director knows the ending is a big bidding process that is usually is won by the highest bidder but with the unification that both Dominicans inside/outside have shown i think we have a very good chance at winning this one at least for now. Generoso your strong knowledge is always appreciated here too.

We need cement but i'm not sure we want that "extras" that have been coming from Colombia. I think we should stick with China and others to provide the rest needed. We don't need to start checking suspicious cement bags to make sure the proper material is inside now we have enough in our plate already don't need the extras. Nothing against Colombians but we have to look at the reality here that we all know about.

Happy Thanksgiving! If we had many more like you in DR, concerned about the environment and not just worried about the drinking the cerveza and rum, we could be a catalyst for change.
But the young militants are adding up little by little, and the old fat cats, are too conceited and rich to want to make any waves, are also slow and complacent.
One day soon they will wake up early in the morning with a terrible pounding on their doors, either the "grim reaper" will come for them, or the DA! LOL.

Yes this new generation has been pounding at the crook's door for a while and we are all not about to stop any time soon until the door is on the floor and the crooks are all jailed. We are all adding up and soon will see the light and make DR what it has always been capable of being. I'm glad to see both inside/outside Dominicans are getting involve and are concerned about what happens in DR. Maybe this Generation will be remembered as the ones who set the stage for better things to happen in our beloved motherland.

This is a great victory for all Dominicans. It shows that if we stick together, we can make a difference. This is the first showdown between the new youth movements and the old government tricks/tactics to get away with murder. This plant is a no go. Right now DR has placed itself in the spotlight for the rights of the environment and the battle citizens waged to defend it. To build this plant would lead to complete international discredit. DR can not afford to be used as the poster child for environmental abuses when it tags itself to tourists as "the republic of green." This actually gives me hope that things are starting to change for good, for its the first time that so many people come together to fight for their rights. Good job guys in Gonzalo, Toy Jarto and all the other groups that fought what seemed an impossible battle against the rich and corrupt.
