Santo Domingo.- The journalist and author Miguel Guerrero Wednesday defended the inclusion of a square in the electoral ballot to let voters express their discontent with the parties’ candidates for the Presidency, Congress or city officials. “It’s a right which cannot be denied to the country and for which we should fight with all the forces within the Constitution and the laws.”

He said it’s a victory of democracy, and could be established without the need to amend the law, via a simple resolution of the Central Electoral Board (JCE), and regretted that it’s president, Julio Cesar Castaños Guzmán, would discard the proposal, “without weighing that it’s contrary to democracy, when he received this week from a well-known non-partisan group of citizens.”

Guerrero said the JCE president’s prejudice sends a wrong signal to the other electoral judges. “Although it doesn’t appear to be the case, the Electoral Board has to defend the voters’ rights before anything else and cannot opposed a modality which bolsters the value of the vote and lets citizens exert their electoral right within the widest possible framework.”

Am really surprised at Miguel Guerrero. The idea of voting is exactly that. ELECTING not declining to your right that many lost their lives so that we can have that priviledge. He always had the option of having his "cedula" stamped without choosing a candidate. If none of the candidates are appealing to him, the next thing to do is educate the youth in order for future dominican voters to have better choices. There are MANY more important topics to address with our country at this time. God Bless The Dominican Republic, may we always have freedom !!!!

To be able to show up and vote for none or none of the above, should be the right of every citizen that wants to exercise their democratic duty, and is still not offered, any fresh or promising viable candidate by the present system. It is essentially a vote of protest, and a cry for the common citizen to send a message to the unpopular "cara duras" and corrupt politicians, that promise every four years to the citizens a "change" and a bunch of populistic lies, and then once in power rip us off, again and again.

In 1996 Bosch consolidated the "Patriotic Front", an alliance between the PLD and his lifelong opponent Balaguer, as part of the latter's plan to defeat the PRD in the next presidential election. Bosch got his payback against Pena Gomez, for the latter's treason against Bosch after the coup against Bosch.

In today's El Caribe lawyer Marisol Vicens Bello writes that the Dominican Republic has become a pirate state. She criticizes the fact that government officials impose their vision, "and worse still, often their own projects." Vicens criticizes the way that many government officials only promote projects in which they are "partners." She says this probably occurs because each President believes that government posts are gifts to be distributed among allies, family or friends, without the skills or qualifications for the job, and that this has obviously caused serious damage to our country.
"In what appears to be a cynical game or a disregard for institutions and the nation, the important thing is to fill the posts to keep the party members or allies contented and under control.

I have my doubts about how truly out of it Bosch was during his meetings with Balaguer. I know many have questioned his judgment and believe that Fernandez and Balaguer pulled a fast one on him. Still, remember that Pena-Gomez was by 1973 in the pocket of the USA and moved with other members of the PRD to silence Bosch. It's the reason why Bosch left that party and began the process that would lead him to form the PLD. The USA basically said to the higher echelon of the PRD party that the party would never be recognized as a true alternative to Balaguer unless it was led by someone other than Bosch, who the US had by then written off as a possible sucesor to Balaguer. Bosch never forgave Pena-Gomez for his treason. It was a personal betrayal and his "Patriotic Front" alliance with Balaguer, his way of preventing Pena-Gomez from ever becoming President of the Republic.

What the "Patriotic Front" alliance with Balaguer did was further consolidate the very elite that had split during the 1960s crises. The first Post-Trujillo consolidation having occurred between Balaguer and the PRD. Fernandez was allowed to be the off-spring of the "Patriotic Front" alliance, and he has given lots of "toys" to his patrons. He has also shown himself to be loyal to the Washington Consensus and that has given DR many of those World Bank, IMF, and other sources of funding. Of course, the PRD has done their share of national looting, witness the infamous Mejia Administration's handling of the Bank fiasco. I'm telling you, it would have been far better if those guys had taken the risk back in 1966. Could we possibly be worse off if they had?

Mayor gets caught

The mayor of a small town near Navarrete has been caught with marijuana and is suspected of being the leader of a drug trafficking ring. According to a report in El Caribe, 70-year old Victor Ramon Garcia was arrested along with 16 other people in connection with the case. The mayor was caught with three pounds of the drug, as well as 85 portions of crack cocaine. The arrest was made during raids part of the Safe Christmas Without Drugs plan.

More support for the "none" candidate

Support is gathering pace for the proposal by singer Victor Victor, political scientist Rafael Toribio and artistic promoter Cholo Brenes and others who propose including a box where voters could indicate they choose none of the candidates running in the election in the electoral ballot for the congressional and municipal elections. The promoters say this would be a way for the electoral court (JCE) to perfect the voting system and that they would lobby for a bill to be presented to Congress with this modality.
But Julio Castanos Guzman, president of the Central Electoral Board (JCE) rejected the proposal. He said the option is not contemplated in the electoral law.

Toyjarto, one of the groups making the proposal, says that the only option for those who oppose candidates that are running for office today have is to abstain from the process.

Promoters of the "none" option feel that if the citizen vote for "none" is majority, then new candidates would need to be presented. They argue this would make for more representative and participative democracy, and would encourage better candidates to run for office, as this would eliminate the common decision to vote for "the least bad" candidate.
Homero Figueroa of Diario Libre writes today that "to elect not to elect" is an election. He agrees that those who propose the "none" option seek to improve Dominican democracy. "There is no way of sending a loud enough message to the politicians that they are on the wrong trail. That is why we have a system where the least bad candidate prevails. The competition becomes a struggle between incompetents. If none represent us, then we should be able to vote for 'none'," he writes.

Thursday's Clave newspaper also editorialized in favor of the "none" candidate. Gustavo Olivo Pena writing in the editorial page supports the inclusion of this method and says that the percentage should count. He says that the situation where voters are extorted into supporting "the least bad" candidate would end and legislation could be drafted to invalidate elections when those voting "none" surpass the vote for individual candidates. "None" is the best candidate for 2010 and 2012, he writes.

However, I do feel we have a potential for progress in Guillermo Moreno, so I suggest people study him and his proposals before making their choice!

There may be one positive ..if the winning vote is NONE it would save the cost of having a representative from that district ..because we could not waste good money on chancing another election on the off chance that NONE would lose...just think of all the savings if say 20 districts had a NONE victory ...far better than getting competent people to stand in the first place !!!

As promised did my homework assignment.

It is interesting with minor pieces to the puzzle presented in this summary link, maybe the total book reveals more obscure facts we don't already know. We have been exposed to some of these issues, allegations and facts for the past 40 plus years in a variety of different venues.

It was nevertheless a good refresher via memory lane. Please keep researching and posting links like these as we are never too old to learn, as in my case, and for our younger brothers and sisters who may not have been exposed to this historical period yet.

Education is liberation, nothing else even comes close!

You should read the entire book because it offers another account of that turbulent period. The series of political intrigue and backstabbing is enlightening and sheds light on some of the perplexing maneuvers of some of the principal actors. Chester has had access to numerous private and public sources of information. Some of it de-classified and some held in private libraries. I guess you knew that Bosch taught in Costa Rica under President Figueres at a school sponsored by the CIA. And that his right hand man, Volman, was a paid CIA operative. Volman was the one who engineered Bosch's rural based campaign strategy and had a hand on a number of other programs that never did see the light of day because of the coup.

Ricky Romana asserts that i resort to ad hominems when i find myself on the losing side of arguments with him, such as economic ones, and the issue at hand, the 'none of the above " vote. lets take these in sequence. firstly, i do not recall being on the losing side of any economic argument with you, Ricky. maybe my powers of recall have failed me, so i offer you the opportunity to refresh my memory .regarding the current issue ,might i alert you to the fact that none of the above is not an idea of recent vintage. in many countries, not the least of which is the good ole USA, it is a standard feature of the ballot. it is normal, in the democratic process, for people to have the option to disavow all offered candidates, and reject the notion that any of them is worthwhile. that, sir, is not a waste of a vote, as you consider it to be. it is a very effective measure to inform the political tribes that they are useless drones, unworthy of attention.
