Santo Domingo.- President Leonel Fernandez’s cup has “runneth over” with the latest scandal in the National Police, where he would make “drastic” changes, including designating a new Chief to replace Rafael Guzmán, a source revealed Friday.

They said the Head of State is “fuming” from the alleged “execution” by police agents of the two main suspects in the kidnapping of Eduardo Baldera, and Police colonel Adolfo Sanchez’s alleged implication in the escape of the fugitive Sobeida Feliz, in which other officers could also be placed on retirement or fired for their participation.

The source said general Raudo Ariosto Ramirez was recommended to Fernandez by senior officers of his security detail which accompanies him on his current trip to Europe.

Since the investigations on the alleged execution of Baldera’s kidnappers began Fernandez hasn’t met with the Police Chief in his office with the usual frequency.

It was learned that once Guzmán was informed of the dismissal, he and his closest officers have cleaned out their desks.

Another general whose name is mentioned in the National Palace is that of a Montes de Oca, currently assigned to the energy distributor in EDESUR, the source said, adding that “things are hot” at Police Headquarters.

I was taught, and have always believed that the fish stinks from the head. I am not sure that this is true regarding the police. Until regular patrolmen receive a living wage they will continue to be vulnerable to bribe taking. Let's pay them enough so they don't have to look for "street money" to make ends meet. Let's pay them enough so they are afraid to lost their jobs. Let's pay them enough that they are proud of what they do, not hiding in the shadows. Let's pay them enough so that when you are walking down a dark street and see a policeman coming you feel safer, not threatened.

While I agree the police are very underpaid there will be no amount to counter what drug dealers and other criminals will pay in bribe money. It is an unrealistic thought. The problem stems from the lack of punishment for those caught doing things they should not. In a civilized society the punishment for a police officer taking bribes, killing people for drug dealers , and anything of this matter is met with a much harsher punishment than losing your job. Their finances are also investigated and will be taken from them if gained from ill gotten means. Until we do this our police force will always be corrupt. I believe corruption is the #1 problem in the DR and until fixed none of the other problems will ever be fixed. Sadly we have no interest in fixing this when the people who can fix it are the most corrupt. Stop talking LF and start doing your words mean nothing.

well well it was about time that the president do something about the misuse of forces with the police are making an arrest to any low life criminal. that instead of arresting them they execute them. like they say if there are no witnesses then who can tell.

I think we all agree that the DRPD is underpaid and should definately be payed more money. But corruption will still exist because of greed and avarice.

Veronica as usual you have hit the nail right on the head. Where there is no threat of real punishment corruption will continue unabated. Until faced with the prospect of imprisonment and any ill gotten gains sequested there will not be a change of attitude. Even more so when those who do publically lose their jobs are quickly found other positions where they can continue to maintain their lifestyle albeit in a less public way. The former energy czar is a prime example!

"Internal Affairs"..................Lets set them all up, Initiate the thought of criminal activity....... If followed threw, then that warrents prosecutoin for TREASON. Put all in jail and liquidate all ASSETS and disolve it into the Government spending so that poverty is brought upon the family of the convicted Government worker. Let his family start over without him.

If the Prez is so very concerned about corruptions then why did he personally castrate the anti-corruption unit of its authority so, to only make it an figurehead position (with no teeth)? Why has he been so silent for so many years while ongoing corrupiton issues make the national headlines (while his silence shows his position). Have you ever heard of zero tolerance?

Execute judgement like RobertoJose proposes & the clean-ups will become a self-fulling prophecy. You only need to make a few public examples like in Saudi Arabia & things will turnaround.

But corrupt police & DNCD agents know they will only get a small slap on the wrists (low deterrent) while there is more to gain (illegal profits).

VeronicaDR, is right on point.

Santiago Police call ahead to drug houses to let them know in advance there will be a drug raid at 3:00 tomorrow. So, the drugs that the FBI & US DEA do NOT want to enter the US are moved to a new location temporarily. Its all PAY TO PLAY!

The first thing to do is crimanaly charge and find guilty the parties judicially guilty within the DR police force that are takeing any kind of a bribe or use their power to facilitate fugitives.

It seems here that the police and military only fire or retire the implicated staff.

Some justice, Leonel is the worst and most corrupt president since Truillijo.

I Think everyone has experieced or knows someone that has gotten the police shakedown. Over Thanksgiving a Cousin who was visiting told about a story where he and some friends were stopped in a residential are of Santo Domingo leaving a party and were stopped by Police. The Police said things like "You have everything and we want to get something to eat before going home" thankfully my Cousin was able to "Name Drop" and went on his way. But not everyone can name drop. I remember going to DR in the late 70's and early 80's and my father told me if I ever had an issue to flag down a Police Officer and he would help me. Since the 90's I can not imagine doing that

I always tell them... estoy pelao then I always have 1 or 2 pesos in the ash tray and give them that if they really dont want to let you go. Also, if you drive a luxury SUV you can be sure to get stopped double the times than someone in a regular car. Cops were stopping people last time and the cop spotted me like 8 cars back... made me stop... ladrones

What's with all the medals that these guys wear anyway? Between the medals on their chest and the scrambled eggs on their hat, one would think that they are veterans of wars and heroes of foreign campaigns. Let's see what they could possibly mean? I'll begin the list with:

1) A medal for driving the president to the airport without hitting any potholes. (other suggestions welcome)

A Canadian perspective... I love the DR.. how ever the corruption that I read day in and day out will do nothing but turn this Island into a halfway haven for those that need criminal sancuary. Alot of valid points were discussed. Pay the Police a respectable wage great idea.... recruit and hire respected citizens would be a great start. It's the citizens that altimatley pay the wages for these Poice Officers. If you pay them respectable wage then they will endour and commit to protecting the public and carrying out the laws of the land. To me that is a no brainer, however if you have corrupt leaders then those that follow will never have a chance of representing the citizens of the DR. As was said by Master Yan You first century AD " If men are tired, morale low, strength exhausted, treasure spent, then the feudal lords will exploit the disarray and attack. This even the wisest; will be powerless to mend". Lets hope for change!

This is a major mistake!! I know Chief Guzman personally and his daughter and wife also and he is a good man, family man and good chief also and he personally is sick and tired of all these Dominican York's being deported back to the country and robbing, stealing and killing everything and everyone in sight and all the narco's that have suddenly appeared in the country. Soon D.R. will be just like Mexico were killings are a everyday thing and the businessmen, middle class and rich are fleeing for their lives. D.R. has lost a person who is or was trying to make a difference but now D.R. will turn into the Wild Wild West!! What a shame!! He is the only one who has the ba#$! to stand up to these thugs, jailbirds, Dominican york's and Narco's!!!!!!!!!!!!!!!! P.S. How many chiefs of police have we gone through recently? I lost count. Our founders wanted to build a country. Their successors F$$$$d it up choosing to enrich themselves instead. This is a failed state living on borrowed money and borrowed time. With every new loan any hope of rescue diminishes. It's time for a Trujillo. At least it is better to fear one man than the thousands of trujillitos we find in every nook and cranny of this place.

I believe there is nothing left to do. He has to show that he has at least some control over the situation. Well, not long ago I watched a film about Dominican Republic . I found it at rapidshare SE http://rapidpedia.com . It seems to me they have all their problems because of corruption. All the branches of power are strongly corrupted.
