That was suggested a while ago and it does make a lot of sense as far as logistics and procurement.
Even in the states every separate branch of the military services has autonomy and even some their own weapons and equipment of choice, making standardization a panacea and a logistics nightmare to supply replacement parts and keep the different requirements segregated.
In the future it will come to just one security institution that has air, sea and land mobility and capability. But not as a "National guard" like Costa Rica with limited defense options in case of foreign invasion.
I would really be worried about an all powerful police with warplanes, ships and tanks.
In DR you need the balance of the different branches just in case.
Remember when Trujillo took over in 1930 he was chief of police but him and his officers had better weapons than his opponents. (In those days the 1921 Model Thompson .45 submachinegun with a 50 round magazine, the weapon of choice for gangsters.

The huge point is this:
I am watching a very carefully orquestrated and diabolical plan to discredit the Dominican Republic armed forces with the public through the media.
This has been happening for a few months now and it is starting to worry me.
Remember that the Dominican Republic armed forces are the only wall that is stopping the Haitian floodgates to open up bigger than they are now. Without them we might as well say "sayonara" to our country and citizenship. We will become Saint Domingue East and West, the real wish of our powerful enemies.
They did the same thing in Haiti to the military government of Cedras just before the invasion and dismemberment and destruction of the armed forces.
It is a meticulous and architecturally designed plan first to discredit the armed forces, then minimize their need, third, blame them for part of the country's ills, and fourth slowly disarm and dismember them. That is the plan.
I have nothing but respect from you. So I must think you are teasing us with that theory or Rubi is holding gun to your head and making you type those words!

1. First they were letters and published newspaper articles accusing the person(s) of any and all kinds of imagined crimes against society or the state.
2. Then the public outcry letters were published.
3. The person's credibility, morals or loyalty was questioned by the authorities.
4. The person was arrested and tried.
5. The person was sent to the gulag, where he was eventually killed.
The aim is to totally discredit you as a loser, a traitor, a coward, a pervert, an enemy of the state, a reactionary, a trouble maker, or a spy. And then when the public was convinced of those false accusations then you were arrested and killed because then you were garbage, a zero, a criminal and trouble maker.
I am dead serious about this.
This technique was also used by Trujillo as well.

What about the civilian heads of the government departments that supervise the military? Are they not guilty by omission?

That was suggested a while ago and it does make a lot of sense as far as logistics and procurement.
Even in the states every separate branch of the military services has autonomy and even some their own weapons and equipment of choice, making standardization a panacea and a logistics nightmare to supply replacement parts and keep the different requirements segregated.
In the future it will come to just one security institution that has air, sea and land mobility and capability. But not as a "National guard" like Costa Rica with limited defense options in case of foreign invasion.
I would really be worried about an all powerful police with warplanes, ships and tanks.
In DR you need the balance of the different branches just in case.
Remember when Trujillo took over in 1930 he was chief of police but him and his officers had better weapons than his opponents. (In those days the 1921 Model Thompson .45 submachinegun with a 50 round magazine, the weapon of choice for gangsters.
The government should impose a "Jail or Wall" policy with these narcotrafficantes and Banking thieves like Vivian and company. If they want their freedom, then make the pay for the DR-Haiti border wall with the stolen money.
All their assets shall be frozen and use specifically for the wall building so the money does not come strictly from the Dominican working people.
If we are going to wait for these criminals to build us our wall, it will never be built.
The Haiti-DR wall is a great idea. We should copy the specs from the wall Israel is
building in Gaza, and motivate citizens to help and volunteer to build the wall in their spare time, and get the cement and steel companies to donate the materials.

You can forget about a healthy civilian paychek to keep an individual honest and doing thier job well. The traficantes have far more money to offer than the govt. or any normal business.
The employee must have a solid and decent foundation of beliefs and charachter to be reliable when it comes to dealing with offers of great sums of money. There seems to be a lack of moral fiber in the diets of many Dominicans.
