SANTO DOMINGO. –Law 186-07 that penalizes electrical fraud in the Dominican Republic is in effect starting today, with sentences as high as 10 years in prison.

It stipulates 3 to 5 days in jail or fines of 3 to 5 minimum wages if the energy stolen is less than 1,000 KWH, and 5 to 10 days in prison, or fines of 5 to 10 minimum wages if the robbery is less than 2,000 KWH.

Other penalties include 3 to 10 years in jail, and fines of 50 to 200 minimum wages for the destruction of power lines, and 5 to 10 years in jail and fines of 50 to 250 minimum wages for buying or selling stolen electrical property.

Electricity superintendent Francisco Méndez said the Law that penalizes electrical fraud is a two-way legal disposition, because the power companies that commit abuses against customers will also be treated in the same manner.

“The citizenship will see special crews supervised by Electricity Superintendence technicians and assistant attorneys led by the new Office of the Electricity Prosecutor, will comb the streets to detect violators of this legislation,” he said.

The law I'd like to see passed and strictly enforced would be a law dealing with these knucklehead politicians who continually rob the Dominican people blind wiht no conscience and no recourse for the public to go after them and put them behind bars wher they belong. G.D. charlatanes!

Actually 80% of the power thefts by volume are due to large corporate thefts and loss power in the grid due to poor investment in infrastructure (in lieu of a METRO). What the law does not disclose is the ace-in-the-hole for corporate thieves .... THE PRESIDENTIAL PARDON!

Never a fair playing field!

Remember, for years the RD Gov & politicians sat silent as cooper wires were stolen and the RD became a major exporter of cooper (even though they do not mine for cooper in the RD).

Of course, this law will be used against the little guy.. but otherwise it is just grandstanding & window dressing!

Why not institute laws (to be kept) and penalties/fines (to be issued) against drug dealers and those complicit and those committing bank fraud. Double time, double fine if they are government employees.

I know what you mean. In the barrio in Venezuela up the hill about a km. from the house is a manufacturer of Chupi-Chupis (popcicles) and they are tapped into the electricity AND water for free. And like the DR, everyone knows it and does nothing.

I will guarantee you that this law will be enforce, which is a good thing. the reasons why is going to be enforce is because who still the electricity the poor so what they don't have is money. and the only way to deal with it is jail time. Maybe it will prevent some of them from stealing but not all.

How about a law that protect bussiness who pay for electricity and have lost goods due to APAGONES. How another law that requires the service to be reliable 24/7 for those who pay. Or how about doing a little check spelling before posting an article on this site WOW that's been going out of control lately. Or maybe a law that requires the present laws to be follow by everybody and YES including Robiticos (Politicos).

Now I hope they enforce this and stop with the subsidies! Over US$800,000,000 annually to subsidize energy theft and fuel for the "public" transportation thugs. That's more than the almost US$700,000,000 of borrowed money the state spent on the Metro in 3 years. Of course, the US$800,000,000 annual waste of our money on this socialist bullsh#t is TOTALLY worth it and there's no need to critize this act of "good will" and "compation", unless you're a NAZI!!!

The DR populations need to be reeducated. They need to understand for us to make the lead into first world in the future the citizens need to pay their fair share so the electricity companies don’t have to resort to apagon. Where my father got his house the entire communities pay the electricity bill there is no apagon there. But in the sector behind people usually don’t pay the bill and there is a lot of apagones. That is too bad for the people who actually pay the bill. Tough luck on the people. usually these clowns who don’t pay the energy bill are the first one preparando las huergas. Im happy the Govt finally decided to do this. There was no other way.

I am in favor of stopping all corruption and theft, whether perpetrated by govt officials or common citizens. Not paying for electric usage is wrong and a crime-no matter who does it. Electricity access is a privilege and not a right; moreover, it's not part of the national patrimony. Decency and honesty don't recognize class status, and we should all strive to exercise these virtues. Perhaps when we all start minding the small things we will become better people and country.

Look, high cost is incurred in generating electricity, including: fossil fuels; infrastructure; employees; equipment and physical plants; operating licenses; etc. Revenue from users is required to recover these intrinsic cost , plus some profit, and remain viable and hopefully grow. The country's competitiveness and progress are dependent upon a reliable electricity supply. It is incumbent upon us all to pay for our usage and help our country.

Instead of copper, they should use conductive polymers. And in the extreme cases of theft (as in Ozama and Los Minas neighborhoods) trasmit electricity via the Tesla coil to the consumers! That way the socialists can all receive electrons for free without having to steal it!

Section 11-777 "If you steal $2.2 billion dollars you get a presidential pardon."

I have a solution for electricity how about OTEC or even just going to the Nestle plan in san francisco de macoris and asking them to stop stealing that would be enought for the whole city to have power 24/7. Anyway they are firing everybody with the excuse that the economy is bad and Ask CHUCHO is thats true you will get the right answer

There are certain fundamentals for life which are essential and necessary for human existence as we are today. These essentials can be placed in any order, oxygen, water, food, and energy. These are no privileges, they are necessary. It is the responsabilities of governments to provide its citizens with these essentials at no costs but as we all know governments are corrupted and are another form of " collective Mafioso " who want people to pay for everything including the air that we breathe. What does " Government do for people ? ". In D.R. they came up with the excuses that if a given sector or barrio was paying for the supply of energy ( their electric bills ) they will in turn received more energy. They did it for a while until more and more sectors or barrios were paying but they can't provide for all at the same time thus a continued " APAGON " . D.R. can't affort to place a higher number of prisoner in into their jail system. Happy lawyers love that law.

i think its non sense. this law will collapse and be bookshelfed. i mean you know how many people in the DR dont pay electricity, probably a bit more the 50%. so are they really gonna throw have the country in jail for a max of 10yrs....NO! it doesnt make any sense this law is ass backwards! they should come up with a more effective way of solving this problem.

My friend at Ednorte tells me the figure is more like 25% not paying. The better part is the true story of how the workers in the local office were jacking up EVERYBODY'S bill and splitting the proceeds!
