Job well done US State Dept.! LF needs to butch-up a bit more inorder to earn his AID from the good old USA. LF lacks courage to address pressing issues of the DR's education, corruption within the government and armed forces, and his lackluster anti-drug efforts. Well, this US State Department report is music to my ears! It is good to see new blood in USSD (Clinton) who should do a great job. Also, her & President Obama should get someone in the Ambassador position who will be an agent of change and protect the human rights of Dominicans (just as we want to do in Soviet Georgia).
As many of you know, Fannin was worthless & lukewarm. As someone noted we need a Ball-buster and Bullen is not it. Even as Interim Ambassador, these guys turn the other cheek on drug trafficking in my Santiago barrio of ENSANCE CAONABO; even though they have 40+ specially trained US DEA agents housed in the RD and even more DHS personnel. There is no focus with current staff and no sense of urgency. There first question is who are you and if you are you are politically connected whereas every law abiding tax paying American should be important.
The US must lead the way with "tough love" we do not need another KISS @SS AMBASSADOR!

i really fail to understand the antipathy to Bullen's decision to ban US consular attaches from discos that do not permit black people. let us clarify something. he is the US representative in the country, and has to operate within the framework of the mandates laid out by the state department. so, for example, even if sleeping with 15 year old girls is permissible in this country, he can be investigated, maybe prosecuted for it back home. because it is against the law in the USA. SIMILARLY, DISCRIMINATING AGAINST PEOPLE ON THE BASIS OF RACE IS NOT PERMITTED IN A PUBLIC PLACE IN AMERICA.. he has to uphold that directive wherever he goes. therefore. he cannot allow white employees of the consulate, or embassy, to go where the blacks cannot go. and what is with the projection? was it not the fault of the dominican club for having racist admission policies? how does Bullen become the bad guy in the affair?

Texas Bill, nice to hear from you. do not be such a stranger. i marvel at the comments i hear on this board sometimes. some guys write as though they believe that consular and diplomatic personnel can make their own rules as they go along. the USA is a serious society, with strict rules. as i said before, even if a US attache gets excused for a crime like pedophilia in the DR, he will be arrested at the airport as soon as they summon him home. race relations is a situation that has been a thorn in the side of the USA. contrary to the tenor of the postings, Uncle Sam is not telling the DR that it has to allow people of all colors into public places. it is simply saying that it has the right to decide such issues along American guidelines. the fact that it is a bone of contention is not the fault of the US; they did not disqualify their attaches from the discos. last time i checked, it was dominicans who did.

Corruption is every where even here in Texas with such strict rules we have 1000s of kids being keep away in "church" we both know about the case that happened couple of months back and all they did was the Texas thing point fingers in all directions until everybody gives up. Look at Steve Radack in Harris county using 12 millions tax dollar to build a pile of dirt so kids can play riding down the hill just because it was his dream as a kid. I maybe way off but i never heard of dirt being so expensive.

Belly51 Have you heard the saying the majority rules, the Blacks were the minority in that period of time. What were the blacks doing? were they ruling over the whites and mixed people, no! Remember the country was under a caste system and blacks were at the bottom rung. Winston Paulino has a song "Haiti, the Commitment of All". This guy is inspired by God. I am sure that this song will be a big hit. This song will polish the image of DR as well, because the song is written and sung by a Dominican.
If relations between Japan and the U.S. can improve today, why not between Haiti and DR that share the same island?

Every country has its problems. However, we have now had about forty years on democracy in DR and while there are problems let's not forget the US, with its 200 plus years of democracy, has its problems with the legal system, which has to be the cornerstone of a free democratic society. It is clearly a work in progress and evolution and we have ot be vigilant and hold those accountable that violate the law and the spirit of the law itself. What should be alarming to those who remember or have knowledge of a dictatroship is that I have hear more and more a call for a dictator-style government in lieu of all the corruption in DR. That is scary but when the government fails society so frequently as DR's does, is it any wonder? And that is what the US is ultimately worried about. Can you see a Chavez-backed dictatorship in DR?
