SANTO DOMINGO.- The U.S. State Department’s 2008 Human Rights Report  released yesterday affirms that serious problems of compliance still persist in the country, as illegal deaths, beatings of suspects, limited access to justice, corruption and violence against women and minors continues.

It said violent deaths increased 37% compared with 2007, and attributes 19% of them to the Police, which in its view continues the practices of torturing detainees and unarmed civilians, bribes and arbitrary arrests.

However, it also notes the firing of 312 agents and punishment to 563 of them for those practices.

The judicial system has also its share of the violations.

The report attributes to inefficiency and corruption in Justice, the fact that a significant number of defendants released on bail didn’t appear in the court for trial.

The U.S. State Department said detainees without money didn’t have quick access to a lawyer, although the law stipulates free legal assistance for them.

It also stresses that there are still cases of political influence in judicial decisions, and “that sometimes it seemed that some superior court judges tried to incorrectly influence lower court decisions."

I don't know if DT did this on purpose, but the irony of the US report berating us in the article along with the photo of Guantanamo certainly wasn't lost to me.

La Victoria was specifically designed by El Jefe as a slow killing device for the inmates, cuz' if it wasn't the routinely forced labour regime that would kill them (during the tyranny, the convicts were the ones to make the public works, specially in the south), it would be the police beatings, or the sheer humidity of the place.

I stay as far away from the authorities in DR as I can get. It's the only fear I have although being white I just drive on through road checks....

Well, the photo of Gitmo is the DT way of saying that the world knows that the US tortures inmates who are alleged terrorists. But our US State Dept reports accuses the RD Gov of some similar sins. This is unfortunate because the RD Gov fails to realize & learn from its mistakes and become self-correcting....

Whereas here in the USA our new President Obama just took a public stand last Tuesday in his speech to say the US would no longer use torture but adhere to international agreements. Me personally, I advocate torturing known terrorist to gain intelligence info. But the point being, that the USA has checks & balances to change courses and make improvements.

On the other hand, the RD Gov does not seem interested in becoming a better society. I applaud the recent efforts of the new Jefe Fermin ... but this is only a drop in the bucket. MORE NEEDS TO BE DONE IN THE RD.

They (RD Gov) are certainly in no position to teach the USA anything!

Both the RD Gov (police, DNCD) as well as the US DEA were informed of how local organized drug gangs in Santiago used poor Haitian kids to ingest drugs and smuggle them into the RD. Many of these drugs were kept in SANTIAGO barrios like ENSANCE CAONABO (near CIBAO STADIUM & the CHILDREN'S HOSPITAL) and after the cooling off period drugs were re-distributed back into the drug pipeline to final destinations.

QUESTION:
Do you think that anyone in power like US DEA used international drug laws & issue int'l arrest warrants to extradite "known career criminals" to enforce the law?

ANSWER:
Hell, NO!

I mean, given the 40+ DEA agents stationed full-time in the RD you would assume some big results would happen and that human rights would be protected too boot!

In the RD, justice & human rights is all about money so, there is none for poor citizens.

The Tigueres have the money to "pay to play" and continue drug operations.

We are dominicans FIRST. This is a very powerful agency that through their reports has done more harm than good to Quisqueya. One example would be loans being denied, international trade opportunities being lost. Tourism being hurt, etc. Last night (2/25/2009) it was reported in the TV news the capture of a man that had killed an ecuadorian national in NYC, the killers were out looking for mexicans to kill. I have not seen anything from the human rights group in regards.
Bottom line is: lets stick together and make a better Quisqueya for all. God Bless our land !!!!!!

I truly believe that Dominican singer Winston Paulino is a breath of fresh air in DR. His songs are powerful tool to change DR image around the world. DR can spend a fortune advertising how beautiful DR is, but if DR does not improve its Human Rights Record, DR will feel the impact of a heavy load on its shoulder.

Seeing a person like Winston Paulino singing and reaching out to everyone, every nation, particularly to the Haitians, it's is just amazing. DR should be grateful for Winston Paulino as I am already working to extend an invitation to him to come perform to the United States as well as making an appearance at the United Nations. That's exactly what DR needs. A prominent figure that can show the sensitive/Humanitarian side of Dominicans. I hope that Leonel is taking note and award Winston Paulino with a Citizen of Honor Award.

If Haitians are so badly treated in the Dominican Republic, they should return or destroy the letters of invitation sent to them by the Dominican Authorites and return Haiti

Isn't ironic that after each denunciation of abuses against Haitians by Dominicans by the human right commission , more Haitians enter the Dominican Republic illegally.

That's rich!!!! The US of A. A country founded on the philosophy of inequality of human rights. A country that still today practices the violation of human rights to a large segment of it's population on a daily basis is calling that kettle black. I guess the USA forgot about it's most recent atrocious violation of human rights in Guantanamo Bay, in Iraq, Afghanistan, New Orleans, NY etc. Please let me not mention that there are parts of the US of A where the violation of human rights has been praticed for the past 350 years or so and it still continues. Like the MEXICAN BORDER for example!!!!

The Obama administration is full of bologne. Those firings have to do with sanitizing of the FFAA (drug related) and the increment in violence is due to drug trafficking that the Southern Command willingly removed its naval force to the Persian Gulf. This administration has declared war on DR! First, blasting DR on BOLOGNE human rights, then the U.S. declared DR a drug distribution center, and finally, the U.S. wants to dismantle CAFTA-DR to the detriment of DR!
