Santo Domingo.– The Dominican
Republic will receive an estimated $1.8 billion in loans from the World Bank,
the Inter-American Development Bank and others to pay for projects related to
education, health and energy, President Leonel Fernandez announced Friday in his
annual Independence Day address to Congress.
The government also expects
to save $1.9 billion this year as a result of falling food, fuel and commodity
prices. However, Fernandez warned that the country would not be immune from the
global crisis. “The Dominican Republic has been affected by the accumulation of
adversities and calamities that extend across the planet as if it were a modern
version of the Seven Plagues of Egypt,” he said.
Fernandez said the country
entered 2009 with a strong economy after small increases in remittances and
tourist arrivals. GDP grew 5.3 percent last year, slightly higher than the
average for Latin America, he added. Remittances reached $3.1 billion, a 2.1
percent growth from 2007, while the number of tourist arrivals –nearly 4
million– grew 7 percent and generated $4.2 billion in revenue.
Fernandez also asked
legislators, in a 12,700-word speech, to accept the results of a two-year
constitutional revision project that includes changes to strengthen border
security, protect the environment and alter the military's constitutional
status.
The reform would guarantee “that
under no circumstance the Dominican Republic will return to the dark days of
dictatorship, abuse, trampling and arrogance of power,” he said. The country
has had 31 constitutions in its history. The latest came in 2002, allowing
presidents to serve more than one term.

Yet, what makes Fernadez Reyna believe that taking a $1.8 Billion loan form the World Bank would alleviate the signs of the times? Can you spend your way around natural God ordained disasters?
Who will repay this $1.8 Billion the poor struggling populace? You may wind up with another occupation like what occured in the 20th Century when Germany and other European countries wanted to come to claim the money owed them, and the U.S. "intervened".
What makes you think that by digging your country deeper into debt, you'll ever get out of the hole?

you see, GC, it is not just whether or not you borrow money. borrowing money is an age old practise. Leonel is not inventing anything. the problem is " what he does with the money", and "will he be able to pay it back" well, anyone in the capital yesterday has an idea of the goings-on in this guy's head..buying a whole fleet of old p51 mustang lookalikes, an act of solidarity with Brazil, is as dumb as paint. Embraer has fallen upon lean times, so there is some quid pro quo there. expanding the number of drones on the payroll, persons who produce nothing but fart burns on their chairs, does not help. not good, when the majority of funds loaned out by the banks is to the government, and private sector venture capital is falling like a stone. the guy should have stayed teaching school, or writing books. he is not ready for leadership in these trying times.

.Leonel obviously is of the opinion that his requtation remains unblemished and that he still enjoys the international prestige he had in 2004.
In reality, he has become just another Hipolito look-alike and is in for a very rude awakening reagarding his current reputation.
His latest fiasco of giving a pardon to a known super thief who was convicted of being a part of Grand Theft of the assets of a major bank and identified as such by the Charge D'Affaires of the US Embassy will have a bearing o the future financial viability of thecounry. international politicians aren't really stupid, they just appearthat way with their diplomatic-speak.
Look for a hardening of the requirements of getting a loan from the IMF, the World Bank and other international lending agencies and countries in the near future. The availability of venture capital is now very limited and old habits need to be adjusted accordingly.

Texas Bill, i see where you are a guy who believes in the "less is more " school. so, you post infrequently, but carry a big stick. yes, TEX, when people loan you money, they not only expect you to pay it back; they look at how you use it. country to country relationships are just a macrocosm of interpersonal relationships. if you ask me to lend you 20 dollars, and you use it to buy crack cocaine, the next time you can forget it, even if you did pay me back. because, with your track record, it is only a matter of time before circumstances dictate that you cannot pay me.

What garbages is the loco spewing out? Leonel is crediting higher remittance, higher tourism, and lower oil prices (forces that his administration DOES NOT CONTROL) due to his agenda! This is bull excrement! The higher PIB (GNP) could also be due to drug money!

We can't get any worse than Hippo, it is factually impossible, Hipoloco's presidency was like putting a monkey in charge of the library.
Picture a monkey as a librarian, he would swing from aisle to aisle, defecating all over, taking the books and tearing the pages out and screaming out loud, then throwing them all over, eating and throwing banana peels in the ground so the visitors would slip and fall down.
Still he would have a human resemblance and maybe even wear glasses, but he would still be a monkey.
Hipoloco's ego was huge, so big that he refused to fire the inept public servants that were obviously threading water out of some outmoded sense of loyalty.
His loyalty and protection to dubious gangsters was legendary including Quirino (the Don) , Pepe credit card, some of Balaguer's henchmen, Andy Bin Laden, and many high ranking military.
