Ramon Florentino was a role model for Customs inspectors.
Zoom Picture

SANTO DOMINGO. – A technician in the Caucedo Multimodal Port who was kidnapped and later found shot dead had detected a cocaine shipment through the terminal’s cameras one week before, Dominican Customs director Miguel Cocco revealed Wednesday.

Ramon Argenis Florían Guerra is the second official at Caucedo Port to be murdered execution style, after Customs inspector Ramon Florentino was gunned down as he drove home on the Las Americas highway the night of March 2, 2006, and the fourth killed in similar circumstances. Civil Aeronautics official Christopher Angel Martinez, and Drugs Control Agency chief in Jarabacao, Guillermo Tejada Krawinkle were also gunned down mafia style in their cars, in 2007 and 2008 respectively.

“One week ago he (Florían Guerra) discovered a cocaine export and the cameras of the Multimodal were controlled by that young man and that was caught directly on camera and after that he’s found dead,” the official said.

In a press conference, Cocco said the investigation into the murder of Florian, 24 who was kidnapped in his residence by four men, should begin because it’s possible the crime was committed by drug traffickers.

After the kidnapping in Boca Chica’s (east) Invi-CEA district, Florian's body was found in a garbage dump located two kilometers from the Las Americas highway.

What a despicable and heinous act. I hope that the perpetrators are found and thrown into the most foul dungeon that DR has to offer until the end of their days.

"Ramon Florentino was a role model for Customs inspectors."

I think this man should be considered a role model for all of Dr's civil servants. Something should be done at an official level to honor the services provided to the country by the late Mr. Florentino.

This is sad, something has to done about the drug cartels, they don't care who they hurt, this guy was just doing his job. The arm forces need to tighten their grib.........

what the officials should do is honor him by giving his immediate family $10,000 dollars or something to the effect. That would be more effective the a posthumous award. Also whomever's name was on that shipment should now be charged with murder.

That will slow this down. Also the officials have to begin to keep that names of officers out of the papers.

This is a way to intimidate those officials so if they happen to see anything guess what said nothing. I also believe they are doing this to show that narcos has the power worldwide. With all of the corruptions going on in dr it make it a whole lot easy to the drugs trafficker. God help us.

This is a wake up call..
The Quirino Case which they wave before the public's face sporadically, isn't the "real deal"; It's the rampant narco-involvement-corruption disease which is eating way at the social fiber.

Se acabo lo que se daba. Ahora, es material y fundasos! El Drogo-Negocio esta acabando!

The national and foreign elements who are exploiting the national naiveté, for a lack of a better word; Are playing hard and fast, and will steam roll anyone that gets in their way. This is big business; which elects, or rejects government officials that can assist in achieving the master plan.

So, my respects to the family of the deceased. How many more must fall before it's stopped?

This is bigger than anyone here can "ever", "ever" imagine...

As I've said before, the road to rid to a block, a neighborhood, a city, a province, a country from the grip of drugs is a hard torturous road filled with heartbreaka nd sacrifice: does the country have the will and the leadership to do it? Only time will tell but if history has shown us anything is that if it's not caught in its early stages the price to rid society of this cancer grows by the day. You only have to witness Mexico, Colombia, Afghanistan, Peru, etc., etc., etc., to see the hold of drugs (user & seller alike) on societies. Once again, we should all thank our esteemed former President Mejia for the great legacy he left behind; the administration that opened the armed forces full-heartedly to the cartels. I only wish those scumbags that have reaped the financial rewards and were complicit in openign DR to the cartels paid the price instead of innocent citizens.

The message here is obvious, the drug lords are telling government workers to keep their mouths shut or this will happen to you. The DR is quickly becoming what Colombia was twenty years ago, a narco-state.

The authorities need to fight fire with fire. All workers in these dangerous positions should be made anonymous. If they find something, their identity should be kept anonymous. The logistics of how all of this should be done, should be worked out by the managers of these facilities but the point is that without assurances of safety, people will not sacrifice themselves as this young man did. A cancer is quickly spreading throughout this country and the disease is terminal. We the citizens should demand zero tolerance from our leaders and the judicial system. (I know that's a tall order). If we don't get a handle on this soon, Mexico will look pretty good in comparison.

IMO we need to actually use the military like in Mexico to stop the problems now before they get seeded in too deep as they have in Mexico. I mean we barely use out military might as well use them for something useful instead of them getting fat paychecks with nothing to do. The materialism is hurting the country due to lack of education and the low wages making nice things that make a persons life more comfortable nearly impossible to get for the poor. For the uneducated selling drugs is fast easy money and they get all the "stuff" that they want. Too much greed is being sewn into the population, and we need to correct this now. I can't be a politician because I would order the soldiers to go neighborhood by neighborhood and anyone caught dealing drugs will be executed. I would even go as far as have the soldiers go into your homes unexpectedly and if drugs are found in the home the one responsible will be put to either death or a ridiculously harsh sentence to keep evil at bay

The police and gov official know where they are they just won't do anything to them. I'm from san francisco i know how mafia deal with police department. I can tell everyone where 90 percent of drug dealers are and trust me they are in 5 corners and amount to 90 percent of drugs going around. Like said before we know where they are but nothing happens thats why in San francisco we have formed Junta de Vecinos and with a machete and a flash light they do more than most police do.

Mr. Analyst,
Surely, you jest? You don't need fascist tactics to purge drug cartels.
You just need strong uncorrupted institutions and a society zero tolerant of corruption at all levels. Dominicans like Mexicans feel powerless to stand up against corruption, mostly because they don't want anyone to look in their own closet and have accepted it as normal.
But you first have to purge the military and police before they go house to house as you suggest and just take out their competitors first. By the way have you heard of this Quirino guy?

Your over simplistic solution is well intended I'm sure, but the systemic disease of corruption needs to begin by cleaning out the highest levels of government first. After all the military and police protecting the Drug trade just want their share because they see politicians with impunity taking it all for themselves.

Maybe what the DR needs is benevolent patriotic Dictator like a Pinochet. Nah, -forget it he was corrupt too.

Simple( question-analysis-answer) on my mind What could happened If Dominican Republic Legalized the drug and focus all the resources and spending on a different direction, the fact is the war the USA Initiated with Reagan Administration is look for me as Byzantine, so many people actually making a living with this problem such as commentator, military structure an so on...., Back on time USA end problem The alcohol forgery on the same way and today they make another way of living and another structure to control the consume of alcohol within the USA, specially with the driver license, My point make that drug legal and forge-it on the way we can refocus again less dangerous situation for the officials, and the society on general and the goodies about the government could get some money with the taxes this is win win situation no more crime and all the stupidity created around the drug end.

in response to synapse's comment, the fascist or martial tactics may seem harsh but I think its one of the only ways for people to get the point of zero tolerance. Not saying we should become like a Cuba because that would just be detrimental to us as a society. However the execution of the criminals seems like a good idea to me, if people are too scared to commit crimes they won't at least in large part. The country would be a better place to live in because we'd encourage a good education and ways to avoid debt, because believe it or not banking institutions are just as evil. Yes I would restart the military from scratch and screen candidates as best possible to get rid of the cartel moles of people of low integrity, same as would have to be done with the governing body. The house to house syndrome would be a last resort and i would stay away from it unless it is the residence of the traffickers and dealers. We must learn as a people that every action has a consequence.

in response to belly51, while I understand where you are coming from that type of self policing usually in itself leads to corruption and chaos. It is important to have a separate police/military force always because it ideally protect the interests of the country which in many cases work, but over time have instituted lazy tactics. US is a bit different because people have lots of freedoms, some time so much that people abuse the system especially the criminals. The self-policing mentality seems antiquated and in itself can become a problem because people would make their own rules as they go along. As long as the "I" want to make sure I have good "things" mentality instead of the "we" will have achieve prosperity and wealth as a whole country, this downward spiral is going to continue until it is too late.
Written by: The_Analyst, 12 Mar 2009 7:07 PM

The main point I am trying to get across is that the well being of the common man is being overlooked and not being given any importance. The people that have sufficient money and wealth stand by most of the time until many things sorts themselves out unless it affects their businesses then they start taking some type of actions. I think the government salaries should be greatly reduced for lawmakers to a level more acceptable to their actual needs. They shouldn't be making $5000 a month when they are supposedly trying to balance the wealthy/poor division. Do you really need a $5000 (US Dollars) a month salary as a PUBLIC official? A massive paycut for them could be used to raise the nations wages as a whole or in other forms. Large salaries such as that are fine in private dominions but not in public office when all they do is screw the poor to enrich themselves even more with their insatiable greed. No se preocupen que Dios esta viendo todo.
