Santo Domingo.– The body of an American citizen was found buried under a layer of cement inside his home in Santo Domingo, a police spokesman told the press.

Jack Phillips, 60, was found at about 12:30 p.m. Thursday in a room of his apartment on Pasteur Street in the Dominican capital. His body was wrapped in blue canvas and covered with cement, and in the same room a shell casing from a 9mm pistol was found.

Investigators went to the victim’s home with tracking dogs, which located the body in an advanced state of decomposition. An employee in the consular section of the U.S. Embassy in Santo Domingo reported Phillips missing on Jan. 13, the police spokesman said.

Police have questioned close to a dozen people about Phillips’ disappearance and death and hope “to nab the perpetrators very soon,” the spokesman said, adding that police chief Rafael Guillermo Guzman Fermin had assigned “the best investigators” to the case.

If Im not mistaken this poor gentlemen liked the company of Santo Domingo's most feared crimininals, sexual workers. The capital is a putrid pit of prostition, male, female, travesti. Just last week a travesti was found dead in a park frequented by sexual workers...This is a growing phonomenon and we are getting the bad rep of easy, cheap, anything goes sex...If they want to start anywhere they should look up in one of the many web sites used by foreigners and Dominicans for sexual encounters and I am certain that they will find a lead there. How does one disappear with out a trace

I know that he had many friends in D.R. it seems like you all know each other. Were ther any disputes that you knew of with any acquintances?? My father was someone who lived life to the fullest, always felt life was too short, so enjoy each day. I can't believe he got off the airplane and just disappeared into thin air without anyone seeing anything. How is that possible??

From what was posted sound like he got himself into some shit with some people bc she said how they were scared to actually go to DR herself to look for him and how people were avoiding questions IDK but condolenses to the fam

There have been a variety of reports about this case on other sites and it appears this gentleman spent much time in the DR , he had a small finca and also a small house in central Santo Domingo..It appears that he also had a large number of friends and was well known. He had made several appointments but never showed up including going to a cinema one night with friends. The police were notified but evidently refused to enter his home for some weeks and when they did, they failed to find the corpse in the first search. According to some newspapers, he was the fourth gay gringo to be killed in the past year and there are hints that it may have been a crime of passion.
Whether a person is gay or straight, dominican or extranjero ,there appear to be numerous risks in picking up people for sex . and there are many horid stories of men in cars picking up women in the juan dolio , san pedro area only to find a knife being held close to their face .. Picking up people for sex is dangerous anywhere thats one of the oldest ploys in the book when it comes to thievery. its better if u going to do that go to the cabanas

No disrespect to the deceased gentleman and his family. My condolences to his survivors;
But, if that was his cup of tea; The alternative lifestyle; He was probably ripped-off by a rough tumbador who lure gay men them beat their money out of them.

On another note, the picture shows a man that looks like he's a case of full blown AIDS.
Not a good idea to "live to the fullest" in that condition! Imagine the repercussions....Lethal!

For the record, my brother did not have AIDS. He was a kind and compassionate man with two children who he adopted from Colombia, South America, and worked several jobs to send them to the finest schools and provide them with the best healthcare. Let's not make assumptions, O.K.? It does not help matters, and his children and I do not want to read garbage that isn't true. Thank you.

controversial but nevertheless good analisys there. it iseen under today circuntance it is way more corrupted than trujillo at least back then the perception used to be one corrupt nowdays it seen everybody. no doubt about it. and people kill people with no remorse led from mucho libertinaje promoted by human watch. also the haitian going around in our country like it belong to them too. trujillo must be turning in his grave.

vacaloa i usually don't agree with you, but i have always said that Trujillo was corrupt to an extend but there was no crime as it is now and he was the only one there was prosperity regardless his cruelty.things where in order. the dollar was as equal as el peso. we need a Trujillo just we do.

adaniel i feel you. is your property in a gated community? but i dont agree with you on tourism. there is not a more dangerous country than mexico yet they get more people from tourism than any part of latin america. tourism in dr basically concentrated to the all inclusive resort and resort town.

crimes in dr had been like a perfect storm. in the 80's we used to be one of the safest contriest. then came the deportados in the low 90 with their trick, then the narco countries at the end of the decade brough their money and drugs to our country you mix that with our underpay law enforcement and crooks politician and you know the end result.

Yes lovingit ..for some reason the police refused to enter the home ..even when appeals were being made to anyone who may have seen him back in january , the police would not enter his home ...
But the other issue I move very freely around la Romana, the capital and the east and never feel any danger , even when driving home late at night from baseball or a dinner.There are certain barrios that have to be avoided because of the delinquency problems and the road between San pedro and Higuey is not the safest after midnight but in general I feel safe here.

I am a single mother with 2 kids from Canada. We moved to the D.R. in 1993 and left in 1999. We lived in San Pedro and I can honestly say that I never once felt afraid. I love the country and the people, I want to move back in a few years. The stories I am hearing make me sad, the D.R. and its people are too beautiful to end up like Mexico.

My sympathies to the family of this gentleman and to all the dominicans who's life has been put in danger from the Mafio's of other countries.

This is my first post and hopefully not my last.

The whole safety issue is relative. Im from Santiago where I feel safe everywhere in the city or country side. I do a lot of driving all over the country and yes some parts of the Capital are down right scary, I still say that its not as bad as they paint it. The drive from the capital to San Pedro after midnight is dark and lonely, but the road is in great condition so just hit your gas and it'll a very quick trip. Most of the time I end up driving around late at night and even when I've had my occasional flat, nothing happens. As far as crooks and thieves, those are found everywhere, even in Cuba..lol...I know that im going to hear it for that one.

my sajomero, you must be the luckiest person in dr, because if you go to gualey you sometime have to paid a toll to los trigres down there and if you are alone forget it you are done. There are part in dr that you will get jack up. even in las Americas highway guess buy who. le police or their buddies. i got stop en la zona oriental by the police. they told me to get out of the car, i refuse and make a few phone calls and the last thing they said was give me some money, which i didn't. thank God for my connections.

This is a tragedy that could happen any where. It should not reflect on the DR. You have to be responsible for your own actions any where and I am sure that victims usually take normal precautions that anyone would. But, you can't be too careful with those you think are good people but may just have more to gain from your loss. Any where in the world there are the haves and the have nots. Desperate people do desperate things.

My suggestions is follow the money and those closest to them and you'll begin to see the truth unravel.

It seems to me that he was on a collision course with his terrible fate. It is called "karma." On a superficial level he could be very charming. But inside he had many demons eating him up. just to speak how can any one compare mexico with the dr?.... does any one know how big mexico is and how many people live their?..... mexico city is the biggest city in the world {and yes lots of crime}...... takes 3 days to drive by car or bus from the sourthen boders of mexico to the north border. how long of trip from the east coast of the dr to the west coast?... small island with much crime.
