SANTO DOMINGO. - The authorities are after the “mafia chief” who illegally sells and activates cell phones in the streets, a practice they affirm is a major cause of crime in the country.
In a press conference Police chief Rafael Guzmán, Dominican Telecom Institute (Indotel) president Jose Rafael Vargas, and Assistant DA Ramon Madera warned that the operations to seize cell phones and arrest those who are part of the crime will continue.
Vargas said since 2007 Indotel adopted a plan to prevent the erasure of serial numbers and activation of previously stolen cell phones, and the new measure aims to block their sale in the streets, “and from using the identities of people who aren’t aware that their names are being used to sell stolen cell phones.”

I wrote a paper several years back on this problem. Back when it was an issue in North America. Things have gotten better over the years here. I am surprised that INOTEL has not enacted protective measures to secure their infrastructure against this...Very strange...

Police drive through my barrio on a residential street at 50 mph (but should be 20) while little kids fear for being run over. The police do not get out of their jeepetas to enforce the law. We all know where the drug house is in our local barrio Ensanche Caonabo in Santiago on Calle B (Transversal arriba) near the intersection of Calla A (Transversal). Periodically police collect payoffs from the Green Honda (A347446) in order to allow wholesale drug trafficking.
EVERYTHING is about showmanship ... alot of form but no real substance as in the above article.
