SANTO DOMINGO.- Colombia’s recently appointed Ambassador on Wednesday said he voluntarily chose to come here and step down from his post of Chief of Staff of his country’s Army, despite being at the center of an investigation into alleged killings of civilians to reportedly “balloon” the body count in that South American nation’s bloody conflict with leftists guerillas and rightist paramilitary.
Mario Montoya, currently facing an investigation into alleged human rights violations, said that its usual for some commanders including Police, once they retire to be designated in different countries, “because the President (Alvaro Uribe) feels that I can still serve my country.”
“After being the Army Commander for three years, 40 in active duty, it was time to go,” he said, after clarifying that he was “disheartened” with the launching of the investigation.
Interviewed by Cesar Medina on Channel 9, the retired Colombian general also said he was proud of having headed the operation to get the release of 11 Police agents and Army soldiers, who spent more than 10 years in captivity by the guerilla group FARC, the ex presidential candidate Ingrid Betancourt, and several foreign contractors.
Asked why the release of those hostages resulted fairly easy and revealed an operational weakness by the guerillas, Montoya said “we managed to infiltrate them and intercepted their communications, they weren’t weak.”
As to the participation by the United States or other countries in the operation, the retired officer said “zero”. “There was much support for other previous operations; it was a priority for the United States, but not in this one.”
As to the process that culminated in the guerillas entering the cocaine business, Montoya said the guerilla took over the cocaine-producing regions in 1990, when the powerful Cali and Medellin cartels surged, and later to control the crops, then the production and finally its marketing
He said his Government aims to “control” the various guerilla movements, although clarified that regarding drug trafficking, the goal is “eradication.”

He said Colombians are grateful to president Leonel Fernandez for his leadership in the negotiations which led to the defusing the crisis sparked by Colombia when its troops entered Ecuador’s territory during a military pursuit of a FARC contingent.
The diplomat said there were other “destinations” he could’ve chosen to be ambassador, but decided on this country “for being Dominican Republic. It’s a very special destination for all Colombians; last year 39,000 Colombians came here, the Dominican people are very special, we are well received, the only thing I’ve received here is kindness.”

Maybe there is a spillover benefit whereas he can have a positive impact to get some real work out of US DEA agents stationed in the RD with a mulit-million dollar budget but habitually fail to stop my Santiago barrio (Ensanche Caonabo) from being used as a one of the key strategic points on the international drug route.

This sounds credible to me as the whole operation went on way too smooth to be 100% believable.

That whole concept doesn't apply to men like Montoya for he is above the law in his society regardless and what's worse is that he knows it. In Latin America there are two forms of justice, one is the "special" justice reserved for the elites and there cohorts and the other is the "justice" that is dipensed on everyone else. Besides, Colombia's military has long been considered one of the worse human rights violators in the hemisphere. I doubt that a boy scout would be able to reach such levels of prominence in such an organization.

I don't read granma and, surprise, I've been to Colombia as well and I'm very familiar with that society. I dated a rola mona (a blond from bogota) for almost five years (on and off). My knowledge of what the Colombian military does within its borders stems from sources other then mere articles.

Love the man -- personally attended briefings with him in the CAN (Colombian equivalent to U.S. Pentagon). He's a soldier's soldier and my sense is that he will now be a great statesman. Do you all recall when our DR had statesmen? Of course not, how silly of me to pose such a rhetorical question -- it's been so long ago -- like Amelia Earhart -- they just plain ol' disappeared. Now all we have are dental hygienist that pass themselves as Senators, and crooked Colonels that act with such impunity that they can practically threaten the chief executive and nothing happens.

Totally agree with your comments. I am getting to accept the fact that democracy is far too advanced
a system to work in the DR. We need and wish for a strong man to come and take over. To fumigate the pests that called themselves congressmen and senators. The system is too corrupt for it to work any more.
A cleansing is needed to balance things, and to throw all the politicians out to get a real job.
The lazy and corrupt military elite officers need to be weeded out and given real tasks as well.
I hope a Dominican with big balls like General Montoya will show up soon, and make us proud again.
And regarding the crooked coronel, he was always a big mouth and now that he bribed his way out of the can, his ego got more inflated. If you give him an enema he will shrink to the size of a shoebox.

The fact that Manuel Noriega would not allow it back after Torrijos's death is one of the reasons the United States placed him on its "Most Wanted" list. Both Torrijos and Noriega were SOA graduates and both understood the power it wielded as an antidemocratic institution. It was moved to Fort Benning, Georgia, and in 2001 its name was changed in an attempt to dampen growing criticism.

He's just another member of our "glorious" Paramilitary Army. And he has been rewarded by being given a diplomatic post in DR. Rewarded by whom? That is the point exactly. By our right winged bastard president called Uribe. Who helped back when he was governor of Antioquia create what we know in Colombia as the CONVIVIR. You could look it up for yourselves, but the basic idea for the creation of such (unoficial armed) group, which co worked clandestinly with the military and the police, was to cleanse (limpieza social) certain hoods in Medellín and i'ts outskirts. By cleansing, this CONVIVIR, ended killing everyone. Ask Montoya.

I ran as fast as I could..lol..actually I came to the conclusion that I didn't want her family around me for the rest of my natural life so I cut her off but it was more her family's fault than hers.
