Oh the words of ignorance and the vileness of hatred and bigotry. But what's to be expected from people just too removed from Dominican reality to see the hardship faced by all. It's easy to criticize when you're in grigolandia earning dollars or when you live a comfortable life in la zona colonial or punta cana, but it’s much harder to push for change to improve the lives of ALL people. People here work well together when there is Buena voluntad. But people who start w/ a biased view tend to see only the things that support their warped concept of reality and ignore the majority of cooperation and peaceful coexistence.
My only question for the people who spread hate and divisiveness is, how do they respond to the negative stereotypes that exist of Dominican immigrants in the US, PR, and Spain? Maybe these negative stereotypes don’t apply to these hate-mongers, so why do they believe all the negative stereotypes of migrants in the DR apply to all migrants?

Hard enough to make a "Lord of the Ring" reference in any conversation, let alone one about foreign nationals in Dominican jails ! Is anyone surprised about Haitans being the largest percentage of inmates in the DR , diven that there are more than a million of them living there? It's like being surprised that Mexicans make up the largest number of foreign inmates in U.S. jails.

Jeez.....with the exception of a few comments, it's amazing that most of the comments are anti-Haitian.....I guess prejudice/resentment run deep. But I can understand those views......I mean, we've never dealt with stereotypes of Dominicans as uneducated, over-sexed, ignorant drug-dealers..... Perspective is good, especially for a people that I believe, if given the chance, would jet from the island for greener economic pastures in a heartbeat. Add to that the strong emigration trend and connection with the US, I would expect a reasonable person would be able to at the very least appreciate the possibility that perhaps Haitians are targeted and scapegoated by people who really don't want to get to the bottom of DR's problems: massive corruption throughgout the system. Manny, great post. Keep the flame burning. The winds of hatred and xenophobia always try to put out the light, but we need to continue promoting Human Rights, Social Justice, and Democratic governance. But some of our fellow posters don't see that an injustice against one group facilitates injustices against all. Moreover, many of these hate mongers may experience discrimination against them, and may be simply trying to make themselves feel better by discriminating against others. We should be more understanding of the plight of migrants in the DR, as over 2 million of our brethren have left our land in search of a better life and face the same type of discrimination that people like Rubby & Gmo propose against migrants in the DR.
So Manny and others, keep up the good fight. And maybe share with us WHY it is so important for us to take a humane approach towards migrants in the DR. Maybe then these other posters will understand our view point.

Gmo, I get your point, but the issue is w/ both countries. Please tell me one country that has successfully dealt w/ immigration issues unilaterally? There have been ongoing multilateral efforts to harmonize immigration policies in LA. These include the Regional Consultations on Migration in Central and North America (the “Puebla Process ”) and the South American Conference on Migration (the “Lima Process”). These are examples of the growing acknowledgment that migration issues are at best partially addressed with unilateral, or even, bilateral actions, and that multilateral efforts are needed to address the massive flows of human capital across borders.
So to throw up our hands and say, this is Haiti's issue so the DR shouldn't do anything- except raise a wall or deport all undocumented migrants, is not going to be altogether effective at stemming the tide of migrants or helping people improve their lives- which should be our ultimate goal, right?

What I've proposed is that we help develop Haiti's border area so that farms and factories are developed that would trade w/ the DR and employ Haitians so they don't have the need to migrate to the DR. Such bilateral cooperation CAN help address the migration issue, as it did btw Costa Rica and Nicaragua and as it's doing, albeit to a much lesser extent, btw Mexico and Guatemala. The point here is that if we refuse to help Haiti develop, undocumented migrants will continue to come into the DR, regardless of how many tens of thousands you deport or how high the wall is.
How can we pay for this? good question. take the money we currently spend deporting Haitians and invest that! That alone would provide the seed money. Then the DR can apply for donor money, once it's developed a working program to help Haiti. Int'l donors LOVE south-south cooperation and will throw money at us ;-) We can then use that money to employ Dominicans to lead the development programs. Win win situation!

Now it's a chicken-n-egg issue. Again, this is not going to be an overnight solution, so deportations and border wall will not be effective unless there are jobs waiting for these people. So, I think that we need to help develop, then enforce more immigration & border controls. Also, punish dominican employers who break labor laws by either hiring undocumented workers or violating their labor rights (not paying them)...

trujillo had it most worst back int he 1930'. in fact from near santiago all the way to dajabon these area used to be an extention of haiti. haitian money were used on regular basis in these area. after 1870 just like today it was a peaceful invasion. it took trujillo to stop their plan. if not for trujillo we would had been talking creole by now and no tree to protect us from the sun.

people who can't fathom that we dominicans are able to promote human rights or completely out of touch perhaps b/c they DON'T LIVE HERE and don't interact with Haitians on a regular basis. THe vast majority of these people are here to work. In my town, they are a valuable source of economic activity, and I think that the colmados, super market, telefonica, computer shop, the chimi kart, etc., all appreciate the fact Haitian migrants are coming to buy things.
As for trade... Yes the DR trades w/ Haiti A LOT! and look how our chicken producers were hurt last year when Haiti stopped buying chickens from the DR b/c of contamination! People, by trading w/ Haiti we're helping ourselves. If you can't see that, let me know, and I'll write out a whole lesson on Int'l trade, PdF it, and email it whoever doesn't understand! Trinitario, I'm with you and thankyou for your thoughts. first, I didn't say that we support anyone, but rather that we refrain from mass deportations and costly initiatives like building a wall, while we help develop jobs and industries in Haiti. As long as we're working towards developing the Haitian side and we're making progress, this will reduce the flow of migrants. Then after things reach a positive stage, then we can help Haitian migrants who want to go back to go back, and also tighten immigration policies to control the flow of migrants. We can implement labor rules to punish employers who hire undocumented workers and who violate the labor rights of workers. That's it. No supporting any families, beyond the public services - health, education, security, etc.
As for history, we need to read it from different points of views and try to understand an unbiased account of it, but never to justify intolerance, violence, or hatred.

to be patriotic, doesn't mean to discriminate against foreigners. Actually, that form of patrioticism hurts the country more. For me to be patriotic is to uphold the liberal principles upon which our nation was founded. Like Bosch and the constitutionalists, when we see injustice, in whatever form, we need to denounce it and fight it w/ all our strength. We need to realize the dream of social justice and progress for all people in the DR. That is what patriotism is for me.
Yes, the tension and violence against haitians has exploded in some parts, and look how UGLY it has been. But instead of calling for an expulsion of Haitians, or the creation of more ghettos or townships, we need to educate and promote tolerance. Mass Education is the only key for promoting human rights and tolerance.

I'm not excusing the US in any way, shape or form. READ READ what I wrote!!! And if you need ANY information about how the US treats migrants, just ask. We can start from the 1870s and the Chinese exclusion act, move onto how the Irish were treated, then how nativist movements subsided in 1890s and came back during the 1910s and materialized in the 1924 Immigration act which enforced quotas based on country of origin, which was weakened w/ the many exceptions during WWII and the 1950s and was eventually overturn in 1965. Since 1965, there have been many efforts to deal with the immigration in the US, including the Immigration Reform and Control Act of 1986, and the nativist "Contract w/ America" inthe 1990s. Now the US is still trying to reform its immigration policies. I can get into more details if you want any insights into exactly how documented and undocumented migrants are treated today in the US.

As for the scenario I painted, this is what happens in the DR TODAY. If you look "haitian" and do not have your ID card, you can be deported, regardless of your actual migration status or whether you're even a Dominican Citizen!
And even if you are undocumented, do you not see anything wrong w/ families being potentially split up like that? If a woman has young children and she's summarily deported, what do you think will be the impact on those children? Do you see what I'm getting at? can you?

And if you truly think all of us in the DR think like you, just look at the diversity of opinion among the major political parties - PRSC is most anti-haitian; PRD is more humane; and the PLD proposes a more nuanced approach. So, you schmuck, if all of us think the same, why is there such diversity in thinking even in our main parties? Moreover, even LF himself is favoring the idea that we need to help Haiti develop in order to stem the flow of migrants. Of course he, rightly, says we don't have the resources to do it alone, but that doesn't mean we're not doing it. For example, late in 2008 we planted 2 million trees on the Haiti side of the border. We're a country based on and striving for liberal principles. We're far from perfect, but there is a vast group pushing for democratic change and human rights. Look at how well Guillermo Moreno and the MIUCA did in the last elections. The MIUCA embody the principles we are striving for. The major parties also support the promotion of Human Rights, but not of democratic governance - that's their big flaw.
