Santo Domingo.– U.S. Secretary of State Hillary Clinton announced a $12.5 million dollar expansion of the U.S. Agency for International Development's (USAID) Effective School Program during a visit to the Rosa Duarte Public Elementary School in Santo Domingo.

This new five-year $12.5 million dollar increase in the USAID Effective School Program will allow an additional 450 public schools to access a full range of programming in reading, writing, math, and school administration.

This project is fully supported by the Ministry of Education and will be implemented by USAID partner Pontificia Universidad Catolica Madre y Maestra (PUCMM).

The Effective School Program will train first through fourth grade teachers in improved methodologies and better use of available materials and classroom time. Additionally, it supports improved school management by increasing the capacity of school administrators and the community to participate in the shared responsibility of educating children.

During the visit, Secretary Clinton, accompanied by the Dominican Minister of Education, Melanio Paredes and PUCMM Rector, Monsignor Agripino Nunez Collado, and School Principal Sister Victoria Reyes toured the school facilities. The Secretary had the opportunity to meet with teachers and students and important local authorities.

During the initial implementation of the activity, USAID provided for training of more than 3,000 teachers, principals, Dominican Ministry staff, and trainers have been trained and there now exists higher quality math and reading instruction in more than 200 schools, benefiting more than 90,000 students.

Madam Sec,, did Melanio Paredes show you the new private elevator that is being built for him, at his request, that will allow him (only) private access to his second floor office? How can his dept. afford such luxury? Thanks for the gift to Education, but unless the aid goes directly to the schools or in a form of consulting/physical hands on assistance , much of the money will be sqwandered. The DR government has shown it cannot be trusted with money. Perhaps now Melanio can lease a new copter to fly around the country, in order to visit the new school that were being built and now stand, half built. Greed rules.

CUT GOVERNMENT SALARIES to pay for the above raises. Do we really need the highest paid legislators in the world? (and that doesn't include what they steal or give away)

Keep passing the donation basket and keep putting mucho dinero in, we need it. We also have to provide breakfast and schooling for the thousands of Haitian children under our care as well.
But a big blanca like yourself can afford much more than just the equivalent of pennies, how about one hundred million US for education in DR? That would really help us a lot. Please?

How is she going to monitor where the money goes?

Whether it is 12 or 120 million the Dominican inbred entitlement mentality will use it for SUVs.

They should use that money to educate ONLY children outside of the DR.

Maybe you should stop using drugs then they won't sale and less laws would be broken. I actually live in both coutries yet i pay more taxes to USA than DR. I'm sure the statistic show No amercan has ever broke any law or done anything wrong in your own little brain. Do you know the relation between "Demand and Supply" if not then you should read on it before making such a great country like USA look so stupid in front of every body. reveontiveros mud sales it down now but go invest on it who know you maybe the next bill gates. such a intellectual like your self shouldn't have any problems selling it. As a US citizen that pays taxes in both countries, I am almost ashamed by such a meager amount that was handed out by Queen Hillary. Currently, the US is building a fleet of 28 presidential helicopters where costs have already exceeded 5 billion dollars. 12.5 million is one penny to the US government.
On the flip side, maybe the US says we can't give the DR government too much.

For as long as I can remember, the US government/taxpayers have allocated in its budget discretionary dollars. Whether it be aid to Egypt, Israel, S Korea, Columbia or Pakistan, it represents billions of dollars.
As I see it, the US needs to have an ally in the DR and vice versa.
Whatever amount that is given by the US to the citizens of the DR will improve the lives of those in the Western hemisphere.
My point is that of the billions given away or the billions spent on the US helicopter, 12.5 million is chump change.

I hope am not the only on who believes that Leonel somehow worked covertly for US govt in initiating talks with Cuba, Venezuela, and this small token is in appreciation of his work. Somehow, I would find it difficult to believe that Leonel would defy US and initiate all of these activities on his own, without tacit approval of US govt. I really wouldn't think you would bite the hand that feeds you-would you? Well, maybe, in Leonel's case he might.

Just a thought that has been bugging me for a while. No evidence...just a thought.

Please don't forget that the US is not as rich as it once was. Fact is that the US has been broke for more than a decade, and it is just as much a debtor nation as DR, if not worse. Were it not for its military might, the defacto preeminent power in the world, it would probably be totally insolvent and nobody would loan it money or extend a hand to it.

I know we all consider this a meager amount, but please don't forget we will have to print money to cover it. This is really a luxury we can ill-afford, especially when we, ourselves, are cutting back in all areas-and I mean all! So don't be too hasty to criticize size of gift, and be, effectively, ingrates.

The PUCMM currently enrolls nearly two thousand Haitians and they have a program that register Haitian in that school.

If we let the PUCMM to run this program, it will be used to encourage more illegal Haitian migration to DR and to enable the Haitian to displace the Dominican from middle class jobs in medicine, law, engineering, communications, tourism, etc.

The supervision of this program by PUCMM is not by accident!

Add me to the list of suspicious about the 12.5 million dollar deal behind door for Leonels speech because in Latin America he is probably the best speaker i can think of. If this was a real USA donation i think it would have been a lot higher than this but hey any help he can get is always good in my thinking. He did pretty damm good in the press conference now he just need to do one for the Dominican public where the real question can fly around not this sugar coated type they were asking.

just think when the Obama Administration finally gets around to U.S Education, Obama by then would have made a real name for himself among all the Latin American Country's as the New World President and meanwhile we'll be flat broke. Chalk up another for Obama, I wonder does the DR realize the U.S is well past 12 + TRILLIONS spending and counting ? what are the strings attached ? how much is really going to Education. But wait ! it's only paper money & is really helping the "Green Effort" any way, darn, I keep forgetting.
In case those of you are wondering my School District [7 High Schools & 4 Continuations] will lay-off 80 Teachers, demote 16 Administrators and are due for massive cut backs starting this July of "09". Never mind the State of California is in. What ever happened to America first, The U.S could then bring around real Hope and a brite future to the DR like Student/Teacher exchange programs and that are also cost effective.

The problem is that no matter how much you send, it will always be spent on the wealthiest 5% of the population. The common person in San Pedro de Marcos or Higuey will never see a penny of it! Leonel's cronies already have that money spent. When can we get real working electricity 24/7 ? when can we get good water to drink? when will we stop seeing sick & hungry people in the streets? When will our little girls stop selling their bodies for money, to put food on the table? Put that in your pipe & smoke it Hillary.......

Very glad to see your perspective. US economy is only about 14 trillion dollars; 12 trillion dollar debt is too high a percentage of total debt to be erased in a century. US is broke for long time to come, and living on borrowed time, most sadly!

Thanks for the great input you nailed it. I've always said that if any thing this forum is to Educate, Enlighten and to bring some sort of understanding and change to a very complex, greedy and self serving driven World. Look at it this way at least we'll have a Nation of Poor, Starving, Governmental Dependency but Educated DR if the 125 Million were spend honestly. The Doctors who demonstrated in front of the U.S Embassy all heard about the Obama U.S National Health Care at the tune of over 800 BILLION a year. To bad they won't get a penny, YET ! my Cousin emailed me of a story of a old Woman who died when her Doctor was unable to attend her, he was probably protesting, GOD only knows. Silly Hilly knows all to well about the Medical conditions, situation,Treatment and Poverty in the DR, word has it some money is being generated for the DR Family Planning. Just think what if ! the Obama & Silly Hilly's Daughter's got in line for free vacuum JOB ?.

I see that not much has really changed in DR's attitude toward labeling good and bad people since I left more than 30 years ago. From my childhood, I remember that, in general, a good person was somewhat who gave you money, even when it was clear it was likely to be misappropriated. However, that person was only a little good, because the size of gift was never considered adequate enough. The nerve!

Again, let's all realize increasingly abundant fact that USA is fundamentally broke, and in no position to continue to print money to aid other nations. As "mrios" clearly stated it, all sectors of US, including govt and education are undergoing serious cutbacks. How could we be giving money away, when the people who earned it to begin with, had it confiscated by the tax man and are suffering. There are many families living under bridges and in shelters here, with virtually nothing; they have lost it all!

Let's wake up and demand a little less.

I'll like to take the time to thank you for your positive response, no matter where we stand one thing is curtain when it comes to the Human Condition there is no "Right or Left" of the Political spectrum only a question of what's "Right or Wrong". The DR needs so much for Her enter structure such a Power, Water and a stable Economy, for a Country that produces so much it saddens me so much, to no avail . I'll leave you with this though, imagine if Humans would reach out and really care about one another. What a concept, "We are our Brothers keeper".
