Santo Domingo .- The Constitution Revisory Assembly last night approved an amendment guaranteeing all children’s right to education, including those of illegal immigrants, a right stipulated in the Universal Declaration of Human Rights.
It also prohibited the transfer of funds for education to other areas, as the Assemblyman Frank Martinez suggested, and to allocate 4% of the GDP to the sector.
The Assembly also amended the Executive Branch’s proposal in Article 52 to read: "Dominicans and foreigners residing legally in the country have a right to, quality education, on equal conditions and opportunities, without further limitations than those derived from their skills, vocation and aspirations."

This law is another step towards the unification of the island.
Think about it, the illegal ADULT Haitians now have the right of going to night school paid by the state.
Also if an illegal child of Haitian parents that are being deported is going to school, the NGO's will claim that there can not be separation of family, and a stay of deportation orders will be in effect.
With this law going into effect we will need to increase our already lacking education budget another 4% to accommodate the other invasion of millions of illegal Haitians that will now come to school in DR. And their parents can go to night school and not be deported.

Fernandez did this on purpose. The original version read : "Dominicans and legal residents have the right to an education..." It's a little obvious that in today's world of migration this was going to cause controversy, and of course the saints in the revisionary assembly had to remove it. It could have just said Dominicans and avoided controversy.

When I visit the D.R I'm considered Italian, Spanish but never Dominicano. Yet, the color of my blood is and will always be Dominican RED. The D.R is experiencing the same Immigration problems as on the U.S Border with Mexico. Why don't both Country's just build a zapping non-lethal electrical Border Fence, better yet train the D.R Border Guards like in the U.S with night vision, heat sensors and motion detectors. To avoid bloodshed why doesn't the D.R Gov. issue a decree by giving all Haitians a 30 day notice to leave the D. R voluntary, then do massive sweeps and deport ALL illegal Aliens, then declare that all Haitians and Illegals must have a [ NWP] National Temporary Picture I.D Work Permit which is only good for one year, and charge X amount plus a yearly renewal fee. THEN LIMIT the number of Permits issued. All Haitians who are caught with out a permit or expired Permit will be jailed for 30 days and forced to work Community Service and will lose ever getting a NWP period, then create an National Finger Print and Picture Data File. Just think how the fees collected could then be spent on Border Protection and badly needed D.R infrastructure.
