Santo Domingo. - The Jesuit Refugees and Migrants Service (SJRM) Thursday said it’s concerned with the current debate on the topic of nationality over Article 16 of the constitutional reform proposal, criticizing a tendency is to deny the rights of children of emigrants in the country.

The organization also favors the inclusion of the Jus Solis principle in the Constitution, which states that all persons born in the country are considered Dominican, and can assume or reject Dominican nationality at the age of 18.

Sonia Adames and Francisco Leonardo, of the SJRM, said Haitian migration is historical and hasn’t necessarily been a burden for Dominican Republic, and instead “has enriched important economic sectors, starting with the State, as is the case of sugar, and lately the private sector which makes them competitive and perhaps makes it a suitable manpower, without documentation and that in fact will be a burden for the country, if it doesn’t have access to rights such as health and education.”

Adames said if the Jus Sanguini proposal is adopted over the Jus Solis, it will create a “sphere of statelessness” in the country and will bring about the social exclusion, and the negation of rights of thousands of Dominicans, while Leonardo affirms that the Inter-American Human Rights Court jurisprudence, could jeopardize the Dominican State’s international responsibility.

He said the SJRM’s proposal, through Citizen Forum, would prevent the State from being the object of international sanctions.

The Constitutional Revisory Assembly  continues the debates today on the nationality issue.

Jus Sanguini is the way to go and the communists disguised as priests (Jesuits) have no say in this !

DR can control it's sovereign border how it pleases and we can choose who enters our "house".Those that wish to help Haitians should help them in Haiti.

Every person is entitled to be able to live on this planet by their birthright. I am tired of the treatment Haitians get in DR. The way they are spoken about, the way they are treated, the way they are looked at in restaurants, on the streets, at the university. Any human being called by any name or nationality by their birth right has the right to live on this planet. Stop the fighting . Stop the wars. Stop hating. No one owns anything. Give it up already. Think of each person as your own family. That is what every person is. He is your own family. Treat each person with that respect and consideration.

Forget all this ownership and sense of authority, sovereignty. Treat each child and person as your own. Stop ignoring the needs of your own brothers and sisters. Reach out to each other. Find positive alternatives and Support each other. Remember the unwritten laws. Those that are written in your soul. Those are the only things that you own.

Cacique is right... The majority of Dominicans have learned to live in peace with Haitians, there are just some bad apples that do treat Haitians bad and then the media makes it a huge story.

JMO I think nationality should be determined by blood line. Being born in D.R. doesnt make you Dominican if your parents arent. But I do think that a child born in the Domincan Republic should be given the opportunity to become a legal citizen if they wish to do so once they reach a certain age.

I don't know if that would pass. I was born in USA but my blood is Dominican. I would be very upset if I was not allowed to be a US citizen.

man they need to do something about these haitians. i understand they want to work but they need to control all the haitians coming in. i was on a bus in the capital going to puerto plata and half the bus was fulled of haitians man.

Wow the bus was fulled of haitian men.They are labor force cos' contractors need those who are better than locals .But the problem is when they did hard work dominicans refuse to pay them or robbed their salary.Not fair.Those dominicans are the shame of the country.And because of these rats exploting people DR has a bad reputation.Justice and border control in serious application can change this awful side of corruption.So the system will help not only haitians but dominicans together.

I'm talking about D.R., not USA.. I know that in the USA if you are born here, you are automatically a citizen.
In D.R. so many Haitian women cross the border illegally and give birth and I don't think those children should be allowed Dominican nationality, but perhaps once they reach a certain age, like 18, they can apply for legal citizenship and maybe the process can be less difficult. This would make them a citizen and not a national. Or perhaps the children born to legal Haitian mothers could be given citizenship. I don't know, I'm just glad the decision isnt in my hands!
I oppose illegal immigration anywhere, even in America, a nation built on immigrants. People want to pretend its 1492 with open borders, but it's not. They play the whole, this nation was built on immigrants and open borders, but lets remember all the bloodbaths and wars that caused. It's 2009 and borders and laws need to be upheld.

My son was born here in America, but has Dominican blood and I still think that he should have to do things legally. Same for my husband and I. We're Americans so it can be real simple to just live in D.R. illegally and pay a fine each time we fly in and out, but to me that's wrong. When I do move to D.R. I fully intend on going through whatever process I need to go through for residency or dual citizenship.

The 'real' question is who do these Jesuits represent? What nationality are they, when they swear an oath of allaegience (to perpetuate the Pontiff's Global sovereignty) to the Vicar of Rome? Are they still Dominicans, or are they agents of Rome?

Is there a conflict of interest here? Should Jesuits register in DR as Foreign Agents?

And I am assuming that you think the same for the 11,000,000 illegal mexicans in the USA.. Or is this only for the Haitians in the DR? I could say the same for a Mexican woman that runs across the New Mexico border to have her baby, so it will be a US citizen,
