SANTIAGO, Dominican Republic.- A mild quake whose epicenter was located at Latitud North e 18.90, and 70.42 West Longitude shook most of Dominican Republi;s Cibao region (north) on Wednesday, although no injuries or damages have been reported.

The State University UASD Seismology Institute located the tremor’s depth at 1 kilometer, measuring 3.9 on the Richter scale, whereas the U.S. Geodetic Survey had also detected the tremor, but it’s Web site has yet to post details.

Well no it was not.
First of all, you do not have to publish a quake that is less than 4.0.
For ex. we had 18 quakes this week, as you can see on the map:
