Santo Domingo.- The United States Embassy and the Port Security Corp (CESEP) began a 3-day workshop on harbor security, with a ceremony in the Don Diego cruise terminal, headed by U.S. Embassy business attaché Roland W. Bullen, Armed Forces minister Pedro Rafael Peña and CESEP director Juan Soto.

The workshop is part of the International Ports Security (IPS) program with the support of the U.S. Coastguard, which has developed a methodology to identify and prioritize the best harbor protection capacity.

The program aims to improve the Government’s harbor and maritime facilities, reduce the risk of terrorism against ocean trade, and focuses on training and creation of resources to improve the probabilities of achieving success.

Four members of the Coastguard, experts in port security and protection are in charge of the workshop.

What a waste of US taxpayers money.
The Dr only cares about how much money it can extort from sailors in the form of Dispachos.
Until the military is exactly that the military then and only then will it become normal trade.

No wonder all books on sailing tell you to stay out of the DR if you don't want to have problems.
The DR is a country run by crooks and supported by corruption and protected by its strong arm military and finaced by propina.

You have to be more tiguere than the Gov. If you are tiguere then you should be able to sail any where you want. Are you not a real pirate?

Am I missing something ! since when the need of Port Security against Ocean Terrorism in the DR? where they any acts of Ocean Terrorism in the DR ?......They know something they are not sharing with the DR Public ! Although I do feel there needs to be better enforcement at all ports regarding Drugs & Weapons smuggling in the DR, my only problem is who will Enforce the Enforcers ?, once established is this really gonna help to curve and stop future Ocean acts of Terrorism in the DR or is this just gonna later support the daily RIFF RAFF / MORDIDAS that go ignored and unnoticed by the MONEY, POWER HUNGRY FEW, I only hope it's not the latter.

the only security that will be strengthened at the ports is the security of the corrupt officials running them and the security of the drug traffickers.

All you say is true....
a short story: When I was leaving Bahia Luperon the immigration gal pointed up the hill and said "Comendancia", She gave me all my doc's back stamped so I said "necessita a tarjetta differente, yo regresso...."
That Comendancia didn't get nothin' from me.........I left the harbour that night.
