SANTO DOMINGO.- For almost two years the National Cadastre Agency (GNC) has a new building for the Real Property Jurisdiction at La Feria, but hasn’t moved there for lack of money, while the more than 600 archives rest in three different warehouses at the mercy of dust, disorder and termites.

This situation has led to the loss of many important documents, said its director Bolivar Marte, who complains that the little money it receives, as well as the little attention it gets from the Hacienda Ministry. "Hacienda should be more responsible with its agencies and support them more. (Vicente) Bengoa must support us more, because we cannot operate alone, we must have supervision, and one must make appointments and last years to see a minister, and this can’t be so."

Asked if he has tried to see Bengoa, the official said: “Of course, but they think that one is going to ask and we aren’t asking, but we must forge ahead with actions, as is the will of the President (Leonel Fernandez)."

As to the empty modern building which cost US$8 million, Marte said to move there they need the funds which Law 18-88 stipulates, from the tax on luxury houses and empty urban lots, but Cadastre, “has never received one cent for that concept.”

Freddy you know "todo es posible en el pais de las maravillas". The only real winners in the DR are the Lawyers & Government Officials that all get their palms greased (permit, decretos presideciales, false titles from Land Offices, etc.). These folks have mastered the art of Corruption.

Land, in general, belongs to the Dominicans. If they had strict laws like Thailand, Vietnam etc. limiting foreign ownership I'm sure this would accord with the political will and things would move much faster. Also find a company to collect the taxes on a commission basis.

Wit;h that kind of precious, adolescent pride between your money and getting your title, there' no wonder why you don't have your title. It's just L.A. Get used to it.
The other subtext here is that money doesn't get stolen by the bureaurats, it gets "invested" in infrastructure projects like buildings and computers, then the computers, like the buildings, don't get used. But the contractors and vendors have lovely kickbacks.
