SANTO DOMINGO.- President Leonel Fernandez said other elements enter into the fight against corruption, which don’t necessarily have to do with the true commitment against it, and instead with political projects in an effort to discredit the adversary, which he said isn’t exclusive to the Dominican Republic.
He said the Government works to bolster new measures including audits to prevent fraudulent acts and guarantee transparency and controls in each agency, to be expanded to the rest of the departments.
The chief executive said the country has advanced greatly in the materialization of open bidding in all entities. “You barely hear talk that the institutions don’t assign contracts directly, because almost 95% of them has been obtained in open bidding as the law stipulates, regarding the purchase of goods and services on the part of the State.”
Interviewed by the network CDN during his visit to Israel and Egypt, the Head of State said the country works with the United Nations Program for Development and the World Bank, to increase Dominican Republic’s levels of efficiency and responsibility at international level. “They are also participating with us in the identification of new programs and initiatives that reinforce the scope of prevention.”
Fernandez said that advancing in those areas would lead to the eradication of corruption or at least mitigate it significantly, and to sanction it wherever there’s irrefutable evidence that in fact there’s been a fraudulent intent to defraud the State.

It's to late to start preaching what you don't practice to this current generation in DR. "Educators" start teaching the children (in schools) in DR the Laws & Rules of society, and tomorrow you would start to see a drop in corruption in DR. For now we are just going to have to wait for the current generation of spoiled baby boomers (from corrupt parents), and the old school habits still kicking strong in Government, and society to die out in the Dominican culture.

So 95% of contracts are subject to open bidding. A) I don't believe it and B) Do you have any idea how much is being stolen through that 5%, if that is the number, and C) He is obviously ignoring the thieving practices of his nepotic travel mate R segura and many many others.

The simple facts are that Leonel is saying that the anti corruption push is not sincere and is politically motivated. He also says that 95% of the purchases of goods and services are obtained by open tendering and finally he said that the DR is working with the UN and the World Bank and this will mitigate corruption.

BECAUSE of the Corruption that I haver observed personally, BECAUSE of the constant denial and inconsistant verbose explanations for accusations of same, BECAUSE of the obvious sneaky operations of the Electric Companies and their explosive increase in personel with decreased effective management of facillities, BECAUSE of the utter stupidity of the MINISTERS in dealing with these factors, I have moved my family from their overall influence, from the Dominican Republic to the USA so that they may be exposed to REASONABLY HONEST GOVERNMENT, Cooperative Bureaucratic Employees who at least know their jobs, are reasonably educated, andhave a degree of compassion for those whom they are hired to serve in accordance with the governing regulatory environment.
That being said, I challange the Dominican People to act in opposition to the system currently in operation in the Dominican Republic.
People deservedly get the government they tolerate.

One have to wonder about the motivation of some of the individuals that post on this site; they all seen very well inform of global issue and seen to have some high education, but they intentionally disregard any positive information on DR....why write junk about the country on the issue of corruption without first looking at the International watch dog report "Transparency in Governance" that rank the country amongst the less corrupt country in Latin America. One has to wonder if the real intention here is to discredit the country thru this site.

Hey Antonio, to you it is just a way of life that you like all Dominicans have come to accept. For us that are used to corruption in the US being an aberation rather than the norm, we find it difficult to witness such a pervasive cancer that will keeps its own people from realizing democracy and transparency in their own government. Everyone I know in the DR evades paying taxes because they see how the government wastes their hard earned money. The flat consuption tax is obscene and will prevent the competitive position of the DR with other Island destinations that have NO TAX and are duty free ports. It is a joke to believe that the DR will ever be anything but a corupt culture of thieves stealing from each other when it is their turn in office. In the US eventually you get busted but in the DR there is little incentive to bust you because they will have to put 3/4 of the country in jail for some form of corruption.

Transparency is not an international watch dog ..it is a German organisation that has some people scattered around the world and the organisation has been widely condemned as being biased and for producing incorrect conclusions...in 2008 it was revealed that the report on Venezuela was compiled by only one person who was anti Chauvez. and his conclusions were totally incorrect ...It is likely that any report made on the DR is made without a representative being in the country or just as likely that he may have political bias as in Venezuela ...so Synapse..I am sure that I have a better idea of the corruption level by simply leading an active daily life in la Romana and the capital and I am sure you are better informed by reading the Dominican papers than any represenatative, in absentia , from Transparency

You know I love how everyone has their point of view on why there is corruption in the DR and how to get rid of it. Folks guess what??? For those of you who DON'T KNOW corruption has been part of this country even from when it was founded. Just look back on the history. Back to the first dictator Ulises Heureaux and how he gained power then lost it. Between 1900 and 1916 there were like 10 presidents in the DR. Almost all rising to power through corruption. In my point of view the only way corruption will stop is if history is erased and Dominicans start with a clean slate.
