SANTO DOMINGO.- Seventy percent of the people who sexually abuse and exploit and market children and adolescents are Dominican; whereas 30% are foreign, according to the second Central American study of the International Labor Convention and UNICEF.

The 2008 survey polled 8,608 adults, 95% of which affirm knowing about the crime of sexual exploitation; 37.4% of those don’t denounce it because of mistrust of the country’s judicial system, fear of retaliation and lack of interest of the problem.

Elías Dinzey, coordinator of the International Program for the Eradication of Child Labor, said that while there’s no data regarding the number of children affected by that practice, the authorities must guarantee protection for the victims.

The survey also found that poverty is one of the factors which lead parents to expose their children to sexual exploitation.  

In that regard, Unicef representative Francoise Gruloos Ackemans said around 25,000 children were exploited in the country in 1993, whereas another study will be made in the next few months to determine the current figure.

He said for being the most vulnerable, more attention is being focused on the children who live in tourism regions and poor zones. “We’re here to say that the mistreatment, abuse and the sexual exploitation against children is a real problem and of th high levels of tolerance that exist."

Probably 50% or more of these crime go unreported because there are family members involved. The % of Dominicans involved in these crimes is probably 90% or more.

juanb now that you mention that a horrible memory comes to my mind...it's that video that was circling the web of the two little girls performing fellatio on some man and a dominican woman encouraging them to keep going. HORRIBLE!!! now i want to puke!!! uffffffff i wonder if they ever caught those SOBs

No matter where sexual abuse is conducted is just horrible. I can't imagine how any parent comes to the conclusion that the only way they can help the situation is by damaging their child life. One thing comes to mind wether is in DR, Africa, S.America or China; If a person knows that they themselves already live under unacceptable conditions why in Gods name don't they use some kind of protection? I beleive that we need to spend more time teaching people how to wrap it up and the good use of birthcontrol pills. The next time I decide to send canned goods or clothing to DR or Haiti I might just send a few birthcontrol pills and condoms and maybe I will throw in books on how to be careful if a baby is not what you are seeking. I know I wrote a lot my apologies but this subject is very sensitive. God Bless mi Patria.

Condoms are expensive to the people there, and girls feel ashamed buying them. I always bring my cousins a few boxes.
And "child abuse" is a gray area to lots of people there- we in the western world view someone under 18 a child.But I think alot of people there view some 15 year old as a young man/woman depending on physical maturity. Not uncommon to see a 30-something year old marring/dating/setting up house with a 16 year old.
It also seems that it is more likely to happen if there is not a father in the home.its a vicious cycle..

The article is actually giving us stats we can almost believe. Momis that are momi chulas teaching and parading thier teenage daughters around disco-techs at night are very common in the countrys red-light zones these days and is also an abomination that is sadly accepted as'''social norm'' in the minds of many poor Dominicans. True,a trailor park in the Alabama swamps may have nothing on many of these inbred islanders that are known for going to family reunions to find thier thrills as well as thier definition of a minor being any girl whose shirt has not revealed any bumps yet .Though the legal age of consent is ''considered to be18 in the D.R, if a woman concieves a child before that age regardless of how young, she is considered a legal adult responsible for her choices. Also,written consent by a parent is also grounds for by-passing this law and is often used as a form of ''legal abuse'' which pays the local authorities too much money for them not to turn thier heads .
