SANTO DOMINGO.- Construction of the Isabela International Airport (AILI) at the town Higuero is typical of government works where improvisation, legal contractual and violations and serious financial irregularities are behind the ballooned costs by more than 229%, an Accounts Chamber audit reveals.

The case is similar to the scandal arising from the construction of the Samana International Airport at Arroyo Barril, which Fred Goico, one of the terminal’s designers, called its contractors “toads and tarantulas.”

One of the most scandalous part of the Accounts Chamber audit is the design and construction of the terminal’s 5.1 kilometer access road, budgeted at RD$212.8 million, but the improvisation and lack of a feasibility study made it jump to RD$478.8 million, which placed its cost at RD$95.7 million per kilometer.

On February 7, 2001, the Dominican Government, via an addendum to the airport concession contract with the management company Aerodom, included the international airports El Catey and Isabela.

In this new contract, Aerodom pledged to make the investments needed to conclude the works in the AILI, including annexes and complementary works.

Before the concession to Aerodom, the Public Works Ministry had spent RD$212.8 million on AILI’s access road, and after the concession, it paid RD$265.9 million to the company Civilcad, owned by Aerodom, to finish it.

With the contracts whose works rose 307 percent, figure the companies DSC Ingenieria (linked to an ex director of the aqueducts agency CAASD), to whose RD$68.2 million contract was added RD$141,7 million; Constructora LM, to whose RD$6,9 million was added RD$5,2 million, and Consultores y Constructores, to whose RD$4.2 million contract was added RD$$8.4 million.

To the Martin y Asociados RD$20.9 million contract was added RD$6.6 million; and to the Civilcad Constructores (of Aerodom) RD$162.5 million contract was added RD$216.8 million.

The Accounts Chamber announced it would explain today the course of the audit conducted in 2004, and if it plans a similar probe.

Biggest toads and tarantulas with Hipoloco Mejia's blessings, where the contractors, cronies and mega corruptors who made a killing from this contract, namely Guaroa Liranzo and sons, ex-king maker for Balaguer.

I am afraid this has been bred out of all Dominicans.

Transparent corruption is the rule not the exception. They seem to get their machismo attitude from admitting their indiscretions. They think it makes them a man.

Arquitect Fred Goico as usual has no hairs in his tongue to speak the truth, the tarantulas need some
big poisonous snakes in the form of audits and special prosecutors, to show them the accommodations at the Najayo jail. Scandals like these seem like a daily occurrence in DR and to be expected. The thieves are not even slightly worried about any retribution.

DominiPapi had it right the other day. Only when we the people start demaning accountability from our elected officials will "Bagamunderias" like this stop happening.

I haven't even read this article because I'm chillin' w/ a heiny & other, but GET OVER IT....I'm house sitting for my sis who's away and the cucarachas come out between 10-midnight. All over the kitchen. I'm here 1 week. As a contractor, I've been doing stainless steel kitchens for OVER 20 years, my mom's in Bda. has 1 occasional cockroach because I tiled the whole kitchen floor to ceiling BEFORE the cabinets were installed!
It's not rocket science....

I'll read the article now.
