SANTO DOMINGO.- The famed attorney and former Advisor on Drugs Marino Vinicio Castillo will head the Government’s Commission on ethics and corruption, a change in the Cabinet by president Leonel Fernandez’s Administration, badgered for months with allegations of widespread corruption. Castillo has been one of the Government’s harshest critics on the topic of official corruption.

Yesterday Fernandez also appointed the business leader Celso Marranzini as executive vice president of the State-owned Electrical Companies (CEDEE), replacing Radhamés Segura, who was named an Adviser on energy issues.

The Cabinet changes are contained in decree 599-09, in which Fernandez exchanges Frank Rodriguez as director of the Hydraulic Resources Institute (Indrhi), with Héctor Rodriguez Pimentel, who’ll now head the Agrarian Dominican Institute (IAD).

The chief executive also named former Enrique Martinez as administrator of the National Lottery, replacing Jose Francisco Peña Guaba, who in turn will be the executive director of the Dominican Port Authority (APD), and Sigfrido Pared as head of the Immigration Agency, whose ex director, Jose Sanz, wasn’t assigned new functions.

Another official dismissed is Andres Vanderhorst, replaced by Arístides Fernandez Zucco as head of the Airports Department.

Martinez was replaced by Juan Francisco Matos Castaños in the State Sugar Council (CEA).

The only change in the foreign service was Rafael Evans as consul in New York, to replace Eduardo Selman.

Adviser to the president on energy matters . Yes, this is the famous Ministry for Matters of No Importance.

He had to be given a title to "save face" recall that Segura ran LF's re-election campaign. So LF had to give him some saving grace. He will only report to LF and no interviews please. He does not play well with others.

The Airport Dept had made strides, many of them. We have the new Director who is buddies with LF from their days as poor 2nd tier PLD/PRSC militants and said to be his access to Balaguer back in the days. This guy can keep the projects going or, line his pockets, as he has always done, let's see.

Naming a Trujillista, like Vincho Castillo, the defense attorney for one of the most corrupt bankers in Dominican history, is another insult that Lie-onel Fernandez perpetrates on the intelligence and morality of the Dominican people.

it would be nice if sometimes more positive things were said here ,,Leonel has done what was needed in that he has made changes ,,Yes, first he denied there were problems with corruption and bad administration but when the evidence was undeniable he took the necessary action .
I have a strong suspicion that many writers here are just anti everything and can see no good in this country even though it has progressed more than other Caribbean countries in terms of economic growth , foreign investment and infrastructure.
There are problems still with some social issues, power, education and government accountability , but poco por poco we are going forwards and in the day to day living in this country ,it is better now than before.The budget is so small that there has to be spending priorities that do not please every one but I feel the changes the President has made are good.

If it wasn't for the tainted past of DR politics, I would agree with you. However, I cannot be taught the same lesson over and over and expect different results.

I've grown cynical over the years and, frankly, I don't trust anyone in politics in DR-no one! They are all liars and cheaters and everything bad. Period.

They are masterful at saying the right thing and still carrying on with their cronyism and highway robbery. We have to demand more and show that we are serious-even if it means instituting such practices as the "guillotine".

Gillotine is 100 % effective in reducing crime, for the guy experiencing it is sure never to repeat crime. I am all for it-now!

With all due respect but you seem to be experiencing a variation of “Stockholm Syndrome!”

But don’ t feel bad there are many Lie-onelitas here on DT that still defend Lie-onel Fernandez although they are not as honest as you to do it in an upfront manner.
