Santo Domingo.– The National Director for Boys, Girls and
Adolescents, Marisol Tobal, of the Attorney General's
office, said there are 410 minors with criminal files involving them in murders, drug trafficking, assaults, rapes and armed robberies.
According to Tobal, 87% of these minors are male and 13% are female and they are in jail on warrants issued by judges specialized in juvenile justice. "The
most common crime among is generally aggravated assault or
robbery with violence, with homicide common among adolescents, and drug
trafficking and rapes are in third and fourth place, respectively."
Regarding the the complaint of the police chief Major General Rafael Guillermo Guzman
Fermin, that the number of minors implicated in
criminal activities is increasing, the assistant Attorney General pointed out that less than 1% of the adolescents are
tied to issues of breaking the laws.

Only 410? That number just reflects a permissive society. Statistical the number of juveniles who commit serious crimes is much higher.

Those criminals, their defenders and parents or guardians should thank their lucky stars a person like me is not in power in the DR. To me all criminals should pay for their crimes regardless of age, mental retardation, genre, race or social status, and in the case of minors their parents or guardians should also be punished. International treaties my ass, we have our own reality and we should deal with it our way.

I suppose that rate of criminal activity by adolescents and minors represents direct indictment of civility level in our society. We are not talking about great numbers here and, on per capita basis, I would suppose that it is no different from anywhere else.
We should endeavor to segregate crimes by type, age, etc and meet out commensurate punishment. However, we must do this without encouraging crime by conveying feeling that people of a certain age could not be convicted of certain crimes. That would just perpetuate crime without fear of punishment. That just wouldn't be right.
Until reaching adult age, 21 years of age, I would caution about mixing under-age miscreants with adult population. In my opinion, that would only lead to hardened criminals.
