Santo Domingo.- The Drugs Control Agency (DNCD) announced the arrest last night of a former Army soldier for possession of cocaine, adding to the long list of military and law enforcement personnel involved in drug trafficking.

The DNCD said the ex corporal Jimmy Oliver Rodriguez de la Cruz was detained with 50 packages of cocaine and RD$120,250 in cash, transported in a secret compartment of a minibus he was driving.

It said Rodriguez, who was dishonorably discharged from the Army five years ago, was caught in the corner of Rómulo Betancourt avenue with Juan Miguel Roman street, in the sector Bella Vista, driving a gray Honda Odyssey.

In its Web site, the DNCD added that the 50 packages weigh around 52 kilos. “The drug was hidden in two compartments and aside from the money he also had an Army ID card.”

I guess we all stand by our beliefs no matter how wrong they are proven over time: surely no one can argue that it was Mejia that opened this country to the drug trade. As surely as no one can argue that Leonel has been unwilling to fight the battle the way it needs to be fought to curtail the drug trade. Both past administrations are to blame, but no there is enough blame to go around. The question then becomes, who stops blaming and starts finding the solutions? I don't think it lies in either political establishment as presently constituted because they are both playing the same game with the same rules and both lack the fundamental moral fortitude to do what is right for the country as opposed to what is right for their party and the interests of their supporters.

Looks like a nice arrest now lets await to see what the punishment is. I am sure this guy has plenty of money and assets lying around that should be scooped up and put to a good cause like education.

I don't know about proof about hipolito in the drug trade, but one thing is for sure: That during Hipolito's time there was some dirty things going on definitely. The proof is in the bank collapse while many of the president's own people and military were caught red-handed. On top of that, I shared an article from the NY Times last night on another article that showed how Hipolito came in with about 16 million pesos, or about 450k-500k usd at the time, and left the office with over $1million USD (yet he only claimed to be earning the $2400 usd a month, which is hardly $1 million USD). So, if you speculate that it was hipolito's staff that was commiting crimes and not him thats ok and its fine. However, how do you merit 1 million dollars and only are being paid $2400 a month? thats a lot of USD that happened to show up in his bank account. I wonder if he made it growing tomatoes on his agri business?

So you see josean, I am with you on most of the things you say and they are honarable questions of the state. I am with you on the concerns because they bother me just the same. They bother everyone who is not committing the frauds. However, when acknowledging that there is a fault in the system one MUST ACKNOWLEDGE that there is a fault in the SYSTEM and not just a crackpot in office. LF is to blame for many things and so are many others. Corruption is rampant and should be fix across the spectrum and not just lay blame on 1 man who's current presidency is overshadowed by the previous failures of the last one. It makes no sense to argue on inuendoes. Facts are facts and they are all there for the reading. Actually, LF decided to not go ahead and prosecute his one time successor for whatever reason i don't know (but they are both presidents so I assume it must be within their discretion). The one thing that is obvious is that LF is not the 1st and might not be the last.

i really do not understand your logic. I do understand why you question things but the logic is a bit confusing. Do you believe that Obama should prosecute bush? I believe yes he should but beliefs is one thing and reality is another. I mean the whole world wants bush's hyde. Guess what? it ain't happening. Do you believe that because hipolito stole 1 million here or there that the state is going to fry him? be real dude. There are guys in africa murdering hundreds of thousands and they are still running their country do you believe that in DR stealing is going to be prosecuted on the executive level? The point is that an executive is pretty much the hardest person to prosecute on any level. You will exhaust all your options before this even gets to trial. No one is going to prosecute hipolito. Same with LF if he gets caught. Its just not reality. Balaguer did worst things than both of these guys and he died a very old man with a tight grip on the DR over 30yrs

Yes I do believe Eric Holder should prosecute anyone for whom there is proof of having committed a crime. NO ONE is above the law. We are republics not monarchies, we are ruled by a government of laws not men/women!

lol. that's actually pretty funny josean. I like that. Hahaha. You're right to a certain extent. Definitely not a savior and definitely not what the political speeches were wrapped up to be. So it is said with obama. However, I have not met or heard of any man on earth at this time that is a saviour sent by god. I think that happened over 2000 years ago as is commonly believed. No supernatural powers exist in my knowledge on this earth today.. Therefore, a man is man is man. Political speeches aside, there are men that are more able than others and with facts aside it is very easy to see a utilitarian perspective. For you see, John stuart mill proclaimed the philosophy of the greatest good for the greatest number. Hipolito and LF are shown to be dealing with the same type of problems with certain differences. The difference between them being that LF is actually investing in the country while people claim he's stealing. So I will take the greatest good on this one.

i wish everybody here read this best seller book by Freddy Aguasvivas TODAS LAS POSIBILIDADES. it is amazing how Hipolito brought down our finance institution. They were given open ATM card by banniter big honcho Ramoncito Baez who is now in jail in Nayajo.

you know, while being a philosophy student in college that was one of my greatest dilemmas. I never could understand why reason is overpowered by emotions. But it is so and it will always be this way because reason is tame and emotions are volitile. All states have laws, but the people are the true law and their emotions are what allows these laws. Any movement to the right or left just slightly can topple any laws. No goverment can be legitimized without the consent of the people. In dr, the consent is enough to allow this to go on. When the consent does fade and the emotions run wild, if it happens, then you will see the real laws take place. The laws of the social contract.

balaguer, was just another scapegoat. A man who strong armed that's true. He definitely kept the country in order, not as much as trujillo. However, with trujillo there was an overt dictatorship and with balaguer it was covert. There was a cult of personality that still carries to this day. My grandmother is 96 years old and she still believes that balaguer was the and is the best DR has ever had. Yet, you look at the facts and it does show that DR, at the time of balaguer, was just another hole in the wall third world country that no one on the other hemisphere even knew about. The grasp of the rich on the country's wealth was immense. Racism was even worst. God forbid freedom. There was no freedom especially in election time. Malcolm X actually tried to make an anology of how the slave holders kept the house slaves at bay by giving them shoes and clothes and nothing else. But these house slaves thought they had the world because the others had nothing and they did. HAHA.

very true josean. Very true. This has been a subject of interest for me for a very long time. As a matter of fact, I was looking into the savings of other countries the other day, and noticed that abu dhabi has the largest sovereign wealth fund in the world with about 630 billion in cash. Saudi Arabia and Norway come in 2nd and 3rd with 430 and 400 respectively. I am not even sure if the DR has a sovereign wealth fund. Never heard of one. But that might be something that the next president might want to start considering. Although, if you noticed the top SWF's are owned by oil-producing nations, and Norway being the best managed OPN is 3rd on the list. Singapore is up there also with 250 billion but it is about 70 times smaller than DR. its a city-state with that much money? We have tons of resources and tons of people mis-managing them.

As a person that reads Daily while I may not share in all your views I do respect the facts you bring to validate them.
With the exception of the expended energy you waste about the metro. Not that you are in error of your view as it is one I share with you however I do feel that it is wasted breath to let that keep your attention when it is a lost cause.

As to the Dominican attitudes about Haitians all one has to do is stand in Dajabon and look across the border to see the man maid disaster that is there. So even the most bleeding hearts would want to quarantine the men that made that disaster. It is not hate. It is not racism. It is self preservation. The same motivation that causes Haitians to come to the DR is the same motivations that make Dominicans want them out. It would be Hypocrisy to say it is not

When Hipo was in the race, I was in the Reparto Peralta in Santiago and overheard a conversation. The local tigueres were rejoicing at their prospects once Hipo got in place, they already had it all set up to flood the area with drugs. Since then that Reparto has become a drug heaven, kids that I knew back then are dead or using drugs. Dany, a neighboor was shot 23 times by the local dealers. Some time later I met some guys from Herrera, they were all paid $2,000 to vote for the PRD and once the PRD got into power the boys just set up a punto in their house. Leonel has just let things be with a few bust here and there. Hipo/PRD opened up the flood gates and made quick fortunes. Do not defend make Hipo/PRD appear so innocent by only bashing Leonel, bash them both and maybe people will be forced to consider others like Moreno for president.

The reason I harp on the METRO so much is so that we never forget the Failed State we live in, the absence of Democracy. Yes even the lack of commonsense we seem to have lost, when such an outrageous expenditure is made at the expense of more pressing necessities, some of which are life threatening to too many Dominicans, like health care.

We must never cease the opportunity to point out the folly of this project so hopefully people will never allow this crime against the Dominicans taxpayers to occur again.

Upon reflection I can acknowledge that you have a good point. Once upon a time the founding fathers of the U.S. detested the whole idea of a career politician. Rather they thought it is a necessary evil for a citizen to do for a time then return to there nom government job. The idea of a term limit seemed no needed due to the understanding that a true patriot would limit himself. Now 200 years later and see what mess we have. But I still think it is a lost cause about the metro. I can see some Air force general now pulling up the rails to sell as scrap metal when the plug gets pulled.
So repeating the obvious I guess keeps it from being no longer important.

It looks like these days Haiti resembles more a "peace in heaven" place comparing to your country. We have managed to contain the insecurity and the drug traffiquing problems, and it is a question of time now before we start moving forward again and begin to repatriate our peasants from your soil. Wouldn't that be great? It would have helped liberate thousands of well paying jobs that the Dominican citizens would be too happy to fill. Right?

If you have a car with a messed up motor that you take to the body shop and get a new paint job and pimped out rims it is still a car with a blown up motor. A modern train makes not a modern country. No reliable erlectricity, No school system to speak of. A political class that wants most of the population uneducated so that the poor girls will works as prostitutes to prop up a toursit industry that is mostly based on cheap sex. The tourist industry is no based on culture, it is not based on eco tourism. It is based on afew golf courses, beaches and mostly putas. Does anyone think Rush was in the DR with Viagra in his doctors name in possesion to play Golf?

If Leonel Fernadez was truly progressive zero tolerance would not be spoken but acted on.
The hostolity with Obama is not that is he black. The issue is most people voted not for him but against the other guy. They heard "I will change the way things are done" but then no one seemed to ask how. Now Obama is fullfilly his promises. And the voters are having buyers remorse and the conservitives are saying I told you so.

He was in posession of a current ID card so he is still connected in some way. But the real issue is why was he not court marshalled when he was in for his crime nad jailed rather than only discharged.

Please do not say someone opposes reform of something because they oppose a certain plan for reform.
Now just because a certain person may or may not be the only option does not make them sovereign nor immune form scrutiny.
Bottom line is if things do not change soon then we will have open war on the streets more so than now.
Lionel is where the buck stops. If it does not stop with him then he truly is an empty suit.
