SANTO DOMINGO.- In an apparent legislative effort to curtail the press’ role as the watchdog of the powers of the State and the transparency in the handling of public issues, several senators and deputies are drafting of have submitted bills to stifle freedom of expression.

The first to reveal the intention is the ruling PLD party deputy from Puerto Plata Alfonso Crisóstomo, who submitted a bill to substantially amend the Free Access to Public Information Law, by making the procedure to obtain information extremely difficult.

A few days later the also PLD senator (La Romana) Amarylis Santana submitted another bill which would force the yielding of spaces by the media, written or digital, to publish messages prepared by a government agency, in the guise of contributing to educate the Dominican people.

The National Assembly’s Verification Commission, inexplicably distancing itself from the formula adopted in the first roll call of Article 21 on Freedom of Expression, has proposed a different text, which includes the controversial and deceptive concept of “truthful information,” an allegation the public powers can manipulate to quell public liberties.

The legislative offensive against freedom of the press coincides with the recent scandals involving legislators including the “barrilitos” or little barrels, a scheme which considerably increases their income.

In the last few days the media has also denounced the large amounts of tax exemptions for the lawmakers to import luxury vehicles, some of which have ended up in the hands of drug traffickers, as well as their rampant nepotism.

Grim precedent

The concept “truthful information” has been used in several countries as an attempt to limit freedom of expression and of the press, as the State itself would determine what meets that requirement.

Instead we should be demanding from the sponsors of such ridiculous measures, that will never pass, and are just futile attempts to intimidate the press:
What are the legislators personal attendance records?
Or demanding accountability of their personal ONG's and the disposition of the public moneys that they dispense with no accountability.
Where is the transparency of these legally appointed ruffians?
In the US they would have been impeached a long time ago.

Does anyone notice another connection between law makers (RD Gov officials) and Drug Traffickers on usage of the formers tax exemption on importing luxury vehicles?

I would say unbelieveable but this is totally to be expected from a state that is failing. I hope the public is as outraged as they should be and make sure these bums are voted out of office, if that's even possible anymore.

The very discussion of this regressive piece of legislation demonstrates the disdain these criminals have for the Dominican masses and their contempt for Democracy.

What Alicia Ortega and Nuria should do (and other journalist with testicular fortitude) is to go after them even harder. Encourage whistleblowers to come out spill the beans on corruption and any other criminality in government. The way to fight attempts to curtail freedom of speech is to encourage more speech.

I remember Leonel inviting a lot of news writer to the presidential palace for a luncheon were he praise the press for the good work that they are doing. Just to you guys remember something before you go about running your mouth. That Leonel is also a lawyer and a news writer so i don't think that he is behind this. The pld spokesman said yesterday that that bill is not going to go anywhere. read locals news.

Celso Marranzini confirmed the irregularities in the previous tenure denounced by the journalist Nuria Piera, and cited the case of the Public Relations Department, which had 157 “workers” with monthly salaries as high as RD$200,000. “Not all were journalists, but they were in the Public Relations Department, they were people whom I believe went there for the first time when I arrived on August 18.”

This is criminal and your president is going to do NOTHING about it. He must go.

lopez you dont have to agree with me to thinks what is right for our country. I thinks many people here who believe differently than me on the direction our country that they want the best for DR.

Well, Aside from Gmiller I pretty much pay attention to most of the post on these articles. Gmiller is obviously a foreigner who just likes to point out things that are wrong with the DR without taking a long deep look in the mirror. But at the same time the rest of you are probably the same in that you guys just go on complaining about all the things that are wrong, but I don't see anyone coming up with a solution, or at least an action to plan to solve the problem.

Freedom of the press carries with it responsibilities also and it is very hard to find accurate or balanced news these days in any paper here or in the USA and of course it is worse in Africa and in Russia. I would like to see much more accurate government comment as well as more accurate reporting by journalists..it seems that both sides are quite adept at misinformation and the old adage of never believing what is in the press is very true in the DR.
This country is geographically small so it is easy for stories and rumours to spread very quickly so even if there are some rules put in place to try to make reporting more government orientated, the true word spreads very quickly.
I prefer to see the press self govern but I can see nothing wrong with the government being given space to spread their own propaganda and for any one else to comment on it.

In open democratic societies even “foreigners” have aright to opine. Many people on DT love “foreign investors”, “foreign tourist” but get all bent out of shape when the make comments about our country's faults. We become defensive because deep down inside many times they are correct.
Following your logic then all the Dominican foreigners in the USA, Puerto Rico, Spain, etcetera, should not comment about the flaws of those countries either.

What makes Democracy strong is that people can have and express opinions no matter how unpopular they are or out of the mainstream thinking at that particular moment.

Those that fear a Free Press either have something to hide or fear freedom itself.

The government has no right to ask for space, i.e., nationalize newspapers for the spread of “propaganda.”

In a Democracy if the government wants to get out information the buy space for a ad, issue a press release or hold a press conference; to which Lie-onel Fernandez is allergic. Remember this is the guy who refused to debate because he was superior to all the other candidates.

A FREE PRESS means free from government intervention of any kind!

If people feel they have been libeled they should go to court that is part of the checks and balances in a free society!

Josean ..I imagine that many politicians think that papers do not give them equal opportunities and that some stories are sensationalised out of all proportion or are slanted in an incorrect way ..the DR is very free in most things so I do not think any attempted muzzling of the press would work and I think it would be a good way for a politician not to be elected if he supported such action

Freedom of the Press and freedom of information are basic tenets of a free society . Any attempt to stifle them is an attempt to allow another dictator such as Trujillo, Castro, Franco, Salazar, Verwoerd, Bush(jnr) and many many more. If you read history, everyone of them, Left or Right, relied on the suppression of these basic freedoms, to enable their control of the populace
The new constitution should ensure these tenets can NEVER be removed

This is another case of placing blame on the whistle blowers rather than go after the offender.

This idea to muzzle the press should not have been in the thought process never mine being drafted into a bill. It only suggests the arrogance of these politicians that they are above scrutiny.

Heaven forbid should it become law, it is back to: In this house (fill in the blank) is the boss.

As an American citizen living in the DR for about 12 years, I'm not sure you should be talking at this time,.
1 Secretary of Treasury had to pay back taxes was still confirmed
2 NY senator Head of Finance committee, had to file amended tax returns for 5 years million plus difference in what he reported.
3 Green Jobs Czar Member of truthers, and member of Communist party.
4 ACORN Removed from helping Census, under investigation in 12 states for voter fraud, Funding frozen by both the House and Senate.

As an American citizen living in the DR I feel keeping my mouth shut is not required do tot he fact that message boards that are U.S. related I have made my opinion known. However since this is a DR related message board and I have personally have spent many thousands of dollars adding to the Dominican Economy and paid many thousadns of dollars in taxes to the Dominican Government, I feel as a paying costomer of the Dominican Government I have the right to complain about the service rendered for the payment made.
