NEW YORK.- President Leonel Fernandez affirmed Tuesday that the constitutional reform taking place in the Dominican Republic will definitively consolidate the democratic system and institutions.
Speaking in the Brooklyn Law School, the chief executive said the new Constitution is inspired by a desire to erect a democracy with opportunities for all Dominicans.
He told the students that as part of the process to draft the new Constitution, expected to be approved in the next few days, elements have been included which have never been in the Magna Charta before, such as the Referendum and the Right to Sanctuary, aimed at protecting the citizen from an unjust decision.

A Consolidated Democracy (CD), for example, is NOT clientelist based. In a CD there are true checks and balances, so that the executive does not have so much discretionary power over 90% of the budget. In a CD, political representatives actually consult their constituents, even if it's just for show.
