SANTO DOMINGO.- France’s and Haiti’s simultaneous request for the Dominican Government to hand over Haitian gang leader Amaral Duclona, called a dangerous criminal linked to kidnappings and murders of citizens of both nations, has unleashed strong pressure on the local authorities.

Duclona’s alleged crimes include the murder of France’s honorary consul in Cape Haitien and the kidnapping and killing of an United Nations (Minustah) peacekeeper.

Port au Prince has stepped up its pressures to get Duclona, arrested September 8 in La Romana, after which the Justice Ministry affirmed it will ask the Supreme Court to extradite him to France.

"We’re very clearly that the first in time is first in law," said Justice Ministry Extraditions Department director Gisela Cueto.

Doesn't Haiti and France have enought criminals in their own land that they are pressuring DR to give this one up quick or does this Criminal know something or maybe names that may bring down bigger heads in those 2 other countries ah ah ah I'm starting to wonder what's behind this. How about we just follow proper procedure. Start really questioning this guy you know Dominican style questioning el saco y ah trompa con el , eso no importa el se cura en do semana. Haiti can go after BIBI and catch in in the mean time i bet he is not hard to find 7 feet tall and giving interviews to local news about his criminal past yet nothing happens to him WOW.

Amaral is responsible for 100s of killings in Haiti after the departure of his boss, Aristid.
He is responsible for the deaths of various police officers a French Diplomat and had the biggest kidnaping gang in Haiti.
He escaped Haiti while the UN were looking to arrest him, after the arrest/death of Dread Wilme, another murderer.
Drear Wilme and Amaral were the lords of Cite Soley.

From reading everything I cannot see any reason why this man should not be handed over as soon as possible to face justice ,,just the type of person to keep out of the DR

BINGO..junglemonkey. This guy is being protected in DR from being prosecuted in the outside, and porblably the only Haitian who's rights are being applied to the fullest for his advantage. My guess some how he will be living in Brooklyn preatty soon or NJ with out a problem.

Haiti now requests from DR to hand over a dangerous criminal. If they would watch the border and try, at least try, to control illegal immigration, drug and weapon traffic, maybe they would have been able to stop Duclona from coming to DR in first place.

The Dominican governement needs to investigate if this savage vulture has not commited any crimes in the Dominican Republic.
They also need to investigate who shelters and feeds him.
Most importantly they need to investigate if he is not part of the criminals networks mentiendo la gente en zozobra en este pais.

France need the killer to show to the world DR and Haiti justice is not real.Duclona was the lord of slummy Cite Soleil and big partner of Aristide.Because of his leadership the poor people voted for actual president Preval.Why Preval is agreed to extradate Amaral his friend ?Risky if the sistem
of crimes and corruption leaves those guys in hands of french justice .Revelations from Amaral can put Haiti in shame position.Be smart guys scandalous time in the air.
